derekmead writes "College students' voracious appetite for study drugs like Adderall is widespread enough that it was one of the main topics of a marquee lecture on neuroethics at Society for Neuroscience's 2012 conference called 'The Impact of Neuroscience on Society: The Neuroethics of "Smart Drugs."' It was excellent stuff by Barbara Sahakian, faculty at Department of Psychicatry at the University of Cambridge. Her focus is on prescription drugs for diseases and conditions like Alzheimer's, attention deficit hyperactivity disorder, and depression, with the fundamental goal of understanding the neural basis of dysfunction to develop better drugs. Specifically, she wants to create drugs with no risk for substance abuse which means drugs that have no effect on dopamine. The true goal then of her research, fundamentally and briefly, is to repair the impaired. But doing so brings us to the discussion of how much repair is ethical when the repair can be disseminated to people who don't actually need it. Divisions abound on what is to be done. Some experts say that if people can boost their abilities to make up for what mother nature didn't give them, what's wrong with that? Others say that people shouldn't be using these drugs because they're designed for people with serious problems who really need help. So another question for the ethicists is whether cognitive enhancers will ultimately level the playing field or juice the opposing team."

Mine is from the first generation meaning you can only insert a compact flash card and display photos. Newer models nowadays can display weather, news, and stocks. Anyone have some good idea's how to give these old frames a second life? I have been thinking about compact flash cards that support wifi... maybe someone has a better idea?"
An anonymous reader writes "After being talked about for four years, Wayland 1.0 was released today. The Wayland 1.0 release doesn't mark it yet as being ready for Linux desktop usage but just being API/protocol stable for future expansion. Wayland will now maintain backwards compatibility going forward, but how much longer will it take to replace X11 on the Linux desktop? Quite a while seems likely."
Tonight marks the third and final U.S. Presidential debate in the lead-up to the election on November 6th. It starts at 9PM ET (6PM PT, 0100 UTC), and it's taking place at Lynn University in Florida. The topic this time around is foreign policy, including discussions of Afghanistan and Pakistan, Israel and Iran, America's role in the world, "The Changing Middle East and the New Face of Terrorism," and China's rise as a superpower. You can livestream it from the usual suspects: (C-SPAN, ABC, PBS, CNN). Politifact has posted an article fact-checking statements the candidates have made about foreign policy. Both they and Factcheck.org will be using Twitter to verify statements in real time. This presidential debate again excludes the smaller U.S. political parties. The infrared sensitivity of the ground based Keck II telescope's NIRC2 instrument enabled astronomers to see below the high level methane based atmosphere that has hampered previous observations, and with unprecedented clarity. If you ever thought Uranus was a dull blue looking sphere then look again; you could easily mistake these images for being of Jupiter!"

'The fact is, while we may know several programming languages to varying degrees, most IT ninjas aren't developers, per se. I've put in weeks and months of work on various large coding projects, but that's certainly not how I spend most of my time. Frankly, I don't think I could just write code day in and day out, but when I need to develop a tool to deal with a random problem, I dive right in. ... ananyo writes "'Who told me to get out?' asked a diver, surfacing from a tank in which a whale named NOC lived. The beluga's caretakers had heard what sounded like garbled phrases emanating from the enclosure before, and it suddenly dawned on them that the whale might be imitating the voices of his human handlers. The outbursts began in 1984 and lasted for about four years, until NOC hit sexual maturity. NOC likely learned to imitate humans by listening to them speak underwater and on the surface. The whale's human-like calls are several octaves lower than normal whale calls, a similar pitch to human speech. Researchers trained NOC to 'speak' on command, and determined that he makes the sounds by increasing the pressure of the air that courses through his nasal cavities. They think that he then modified the sounds by manipulating the shape of his phonic lips, small vibrating structures that sit above each nasal cavity. A recording of NOC's speech is embedded in the story. He sounds remarkably like a kazoo."
Hugh Pickens writes "Jean-Louis Gassée says Apple and Samsung are engaged in a knives-out smartphone war. But when it comes to chips, the two companies must pretend to be civil because Samsung is the sole supplier of ARM-based processors for the iPhone. So why hasn't Intel jumped at the chance to become Apple's ARM source? 'The first explanation is architectural disdain,' writes Gassée. 'Intel sees "no future for ARM," it's a culture of x86 true believers. And they have a right to their conviction: With each iteration of its manufacturing technology, Intel has full control over how to improve its processors.' Next is pride. Intel would have to accept Apple's design and 'pour' it into silicon — it would become a lowlymerchant foundry.' Intel knows how to design and manufacture standard parts, but it has little experience manufacturing other people's custom designs or pricing them. But the most likely answer to the Why-Not-Intel question is money. Intel meticulously tunes the price points for its processors to generate the revenue that will fund development. Intel's published prices range from a 'low' $117 for a Core i3 processor to $999 for a top-of-the-line Core i7 device. Compare this to iSuppli's estimate for the cost of the A6 processor: $17.50. Even if more A6 chips could be produced per wafer — an unproven assumption — Intel's revenue per A6 wafer start would be much lower than with their x86 microprocessors. In Intel's perception of reality, this would destroy the business model. 'For all of Intel's semiconductor design and manufacturing feats, its processors suffer from a genetic handicap: They have to support the legacy x86 instruction set, and thus they're inherently more complicated than legacy-free ARM devices, they require more transistors, more silicon. Intel will argue, rightly, that they'll always be one technological step ahead of the competition, but is one step enough for x86 chips to beat ARM microprocessors?'"
pigrabbitbear writes "Things aren't looking awesome for Pirate Bay founder Gottfrid Svartholm, who's currently under lock and key in a newly built jail about 15 minutes north of Stockholm. Svartholm's mother Kristina says that her 28-year-old son is being held in solitary confinement for 23 hours a day without any human contact other than his interactions with the guards. It's been nearly two months since Svartholm was arrested in Cambodia, where he'd been living for years, and extradited back to Sweden, where he's due to spend a year behind bars and pay a $1.1 million fine for copyright offenses related to his role at the Pirate Bay. But that's not why Sweden's being so tough on him in prison. Authorities believe he may have played a role in the hacking of Logica, a Swedish technology company with ties to the country's tax authorities. They haven't charged him with any crimes yet in that case, however."

However, one major tool still hasn’t received a DIY overhaul: the laser cutter. Maybe people are sensitive because Goldfinger tried to cut James Bond in half with one, but all that changes now with Patrick Hood-Daniel’s new Kickstarter, 'Build Your Own Laser Cutter.' ... A 40-watt laser tube and power supply means it can cut a variety of materials: wood, plastic, fabric, and paper. ... There is one major red flag, however. The machine’s frame is built from of Medium Density Overlay (MDO) — a type of plywood. Hood-Daniels says this is a feature, making the blackTooth less sensitive to thermal distortion and inaccuracy than a metal frame, but it also creates a serious, fire-breathing concern. ... When asked for comment, Hood-Daniel says 'Initially, I had the same thoughts as to the precarious use of wood for the structure, but even with long burns to the structure which were made on accident when starting a run, there was no ignition.'"
Several readers have sent word of a significant Amazon EBS outage. Quoting: "Amazon Web Services has confirmed that its Elastic Block Storage (EBS) service is experiencing degraded service, leading sites across the Internet to experience downtime, including Reddit, Imgur and many others. AWS confirmed on its status page at 2:11 p.m. ET that it is experiencing 'degraded performance for a small number of EBS volumes.' It says the issue is restricted to a single Availability Zone within the US-East-1 Region, which is in Northern Virginia. AWS later reported that its Relational Database Service (Amazon RDS) and its Elastic Beanstalk application plaform also experienced failures on Monday afternoon."

'Taken together, the combination of cloud and open source enabled the Curiosity mission to provide beautiful images in real time, not months delayed; at high quality, not "good enough" quality. A traditional, proprietary approach would not have been this successful, given the short time to deployment and shifting requirements that necessitated the ultimate in agility and flexibility.'"
An anonymous reader writes "Samsung has decided to terminate an ongoing contract with Apple to supply LCD panels for use in its growing range of devices. That means, come next year, there will be no Samsung panels used across the iPad, iPod, iPhone, and Mac range of devices. The reason seems to be two-fold. On the one hand, Apple has been working hard to secure supplies from other manufacturers and therefore decrease its reliance on Samsung. On the other, Apple is well-known for demanding and pushing lower pricing, meaning it just doesn't make business sense anymore for Samsung to keep supplying Apple with displays."

An anonymous reader notes that the BBC reports "Six Italian scientists and an ex-government official have been sentenced to six years in prison over the 2009 deadly earthquake in L'Aquila. A regional court found them guilty of multiple manslaughter. Prosecutors said the defendants gave a falsely reassuring statement before the quake, while the defence maintained there was no way to predict major quakes. The 6.3 magnitude quake devastated the city and killed 309 people." The scientists were first charged more than two years ago.
