The Cost For Each SLS Launch Is Over $2 Billion (arstechnica.com) 99

Acting director of the White House budget office Russell Vought said in a letter that the cost estimate to build and fly a single NASA large Space Launch System rocket in a given year is "more than $2 billion." "The article then notes how this cost is affecting the Europa Clipper mission, which has three launch options, with SLS mandated by Congress," writes Slashdot reader schwit1. From the report: The powerful SLS booster offers the quickest ride for the six-ton spacecraft to Jupiter, less than three years. But for mission planners, there are multiple concerns about this rocket beyond just its extraordinary cost. There is the looming threat that the program may eventually be canceled (due to its cost and the emergence of significantly lower cost, privately built rockets). NASA's human exploration program also has priority on using the SLS rocket, so if there are manufacturing issues, a science mission might be pushed aside. Finally, there is the possibility of further developmental delays -- significant ground testing of SLS has yet to begin.

Another option is United Launch Alliance's Delta IV Heavy rocket, which has an excellent safety record and has launched several high-profile missions for NASA. However, this rocket requires multiple gravity assists to push the Clipper into a Jupiter orbit, including a Venus flyby. This heating would add additional thermal constraints to the mission, and scientists would prefer to avoid this if at all possible. A final possibility is SpaceX's Falcon Heavy rocket, with a kick stage. This booster would take a little more than twice as long as the SLS rocket to get the Clipper payload to Jupiter, but it does not require a Venus flyby and therefore avoids those thermal issues. With a track record of three successful flights, the Falcon Heavy also avoids some of the development and manufacturing concerns raised by SLS vehicle. Finally, it offers the lowest cost of the three options.

Sea Levels Will Rise For Centuries Even If Greenhouse Gas Emissions Goals Are Met 280

An anonymous reader quotes a report from The Weather Channel: Sea levels will continue to rise for the next three centuries even if governments meet carbon emissions pledges for 2030 set in the Paris climate agreement, a new study indicates. Greenhouse gas emissions from 2016 to 2030 alone would cause sea levels to increase nearly 8 inches (20 cm) by 2300, research led by Climate Analytics and the Potsdam Institute for Climate Impact Research showed. And that doesn't take into account the effects of already irreversible melting of the Antarctic ice sheet, according to a news release about the study.

"Our results show that what we do today will have a huge effect in 2300. Twenty centimeters is very significant; it is basically as much sea-level rise as we've observed over the entire 20th century. To cause that with only 15 years of emissions is quite staggering," said Climate Analytics' Alexander Nauels, lead author of the study. The 8-inch increase is one-fifth of the nearly 40-inch total rise in sea levels expected by 2300, according to the study published in Proceedings of the National Academy of Sciences. More than half of the 8-inch increase can be attributed to emissions from the world's top five polluters: China, the United States, the European Union, India and Russia, the study found.
"Only stringent near-term emission reductions" aimed at preventing global temperatures from rising more than the Paris agreement goal would provide a chance of limiting long-term sea level rise to below 40 inches, the study said. Global greenhouse gas emissions, however, have not shown a sign of peaking since the adoption of the Paris agreement and the individual countries' pledges "are inadequate to put the global community on track to meet the Paris agreement Long-term Temperature Goal by the end of the 21st century."

First New HIV Strain In 19 Years Identified (scientificamerican.com) 70

An anonymous reader quotes a report from Scientific American: A research group at the medical devices and health care giant Abbott has discovered a new strain of human immunodeficiency virus, or HIV -- the first to be identified in 19 years. Abbott continues to look for potential new HIV strains to ensure that diagnostic tests for blood screening and detecting infectious diseases remain up to date, says Mary Rodgers, senior author of the paper announcing the finding and head of the company's Global Viral Surveillance Program. The new strain, called HIV-1 group M subtype L, is extremely rare and can be detected by Abbott's current screening system, Rodgers says. The company's tests screen more than 60 percent of the global blood supply, she adds, noting it must detect every strain and "has to be right every time."

The most recent of the three samples used to identify HIV-1 group M subtype L has been sitting in an Abbott freezer since 2001. The amount of virus in the sample was too low to read back then, but new technology recently made it possible. Comparing that sequence with the others made available by the research community, Abbott researchers found two additional examples of the strain -- in samples from 1983 and 1990, also from the Democratic Republic of the Congo, hinting that it has been around for a while. "Now that we know it exists, it'll change how we look for it," Rodgers says. The company's tests focus on the part of the viral genome that does not change very much from generation to generation, which is why it was able to detect the new strain. The finding also suggests there are more strains to be found, Rodgers says. "The full diversity has not been characterized. We're going to continue to look."

A Bipartisan Group of Senators Wants To Extend the Space Station To 2030 (arstechnica.com) 56

A bipartisan group of senators has filed a new bill that sets out space policy for NASA over the coming decade. "The new authorizing legislation is largely consistent with much of NASA's present activities, but it differs from White House policy in some key respects," reports Ars Technica. "Most notably, the legislation calls for NASA to support the International Space Station through 2030." From the report: The Trump administration has sought to commercialize space stations in low Earth orbit by 2025, perhaps by becoming a customer on a privately operated International Space Station or by supporting the development of smaller, private labs. "By extending the ISS through 2030, this legislation will help grow our already burgeoning space economy, fortifying the United States' leadership in space, increasing American competitiveness around the world, and creating more jobs and opportunity here at home," said Sen. Ted Cruz, a Texas Republican who chairs a subcommittee on space and aviation, in a news release.

Cruz was joined by three other senators in introducing the NASA Authorization Act of 2019: the subcommittee's ranking member, Kyrsten Sinema (D-Ariz.), as well as Sens. Roger Wicker (R-Miss.) and Maria Cantwell (D-Wash.), who are chairman and ranking member of the Senate Committee on Commerce, Science, and Transportation, respectively. The new legislation follows the NASA Transition Authorization Act of 2017, which Cruz also led and which President Trump signed into law in March 2017. However, almost immediately after that bill became a law, Cruz characterized it as an interim measure to steady NASA through the presidential transition. The new bill is intended as a more expansive view of space policy, and it encompasses the Trump administration's Artemis Program to land humans on the Moon.

Vast Dragnet Targets Theft of Biomedical Secrets For China (nytimes.com) 58

schwit1 shares a report from The New York Times: The N.I.H. and the F.B.I. have begun a vast effort to root out scientists who they say are stealing biomedical research for other countries from institutions across the United States. Almost all of the incidents they uncovered and that are under investigation involve scientists of Chinese descent, including naturalized American citizens, allegedly stealing for China. Seventy-one institutions, including many of the most prestigious medical schools in the United States, are now investigating 180 individual cases involving potential theft of intellectual property. The cases began after the N.I.H., prompted by information provided by the F.B.I., sent 18,000 letters last year urging administrators who oversee government grants to be vigilant. So far, the N.I.H. has referred 24 cases in which there may be evidence of criminal activity to the inspector general's office of the Department of Health and Human Services, which may turn over the cases for criminal prosecution.

The investigations have fanned fears that China is exploiting the relative openness of the American scientific system to engage in wholesale economic espionage. At the same time, the scale of the dragnet has sent a tremor through the ranks of biomedical researchers, some of whom say ethnic Chinese scientists are being unfairly targeted for scrutiny as Washington's geopolitical competition with Beijing intensifies. The alleged theft involves not military secrets, but scientific ideas, designs, devices, data and methods that may lead to profitable new treatments or diagnostic tools. Some researchers under investigation have obtained patents in China on work funded by the United States government and owned by American institutions, the N.I.H. said. Others are suspected of setting up labs in China that secretly duplicated American research, according to government officials and university administrators. An anonymous reader quotes a report from CBS News: Last month was the hottest ever October on record globally, according to data released Friday by the Copernicus Climate Change Service, an organization that tracks global temperatures. The month, which was reportedly 1.24 degrees Fahrenheit warmer than the average October from 1981-2010, narrowly beat October 2015 for the top spot. According to Copernicus, most of Europe, large parts of the Arctic and the eastern U.S. and Canada were most affected. The Middle East, much of Africa, southern Brazil, Australia, eastern Antarctica and Russia also experienced above-average temperatures. Parts of tropical Africa and Antarctica and the western U.S. and Canada felt much colder than usual, however. While all major oceans experienced unusually low temperatures, air temperatures over the sea were still much higher than average.

October is following a 2019 trend. The hottest-ever September follows a record-setting summer, which included the hottest-ever June and July and the second-hottest August. Overall, 2019 will make history as one of the top five warmest years on record, according to the National Oceanic and Atmospheric Association. Temperatures from November 2018 to October 2019 were above average for "virtually all of Europe," and most other areas of land and ocean, Copernicus said.

Screen Time Might Be Physically Changing Kids' Brains 56

An anonymous reader quotes a report from MIT Technology Review: A study published today in JAMA Pediatrics warns that kids' literacy and language skills suffer with screen use, and MRI scans of their brains appear to back up the findings. Forty-seven 3- to 5-year-olds took a test to measure their cognitive abilities, and their parents were asked to answer a detailed survey about screen time habits. Questions included: How frequently do they use that screen? What type of content are they viewing? And is there an adult sitting with the child talking about what they're watching? The answers were scored against a set of screen time guidelines put out by the American Academy of Pediatrics. The kids also had their brains scanned in an MRI machine.

The scans revealed that kids who spent more time in front of screens had what the authors call lower "white matter integrity." White matter can be roughly thought of as the brain's internal communications network -- its long nerve fibers are sheathed in fatty insulation that allows electrical signals to move from one area of the brain to another without interruption. The integrity of that structure -- how well organized the nerve fibers are, and how well developed the myelin sheath is -- is associated with cognitive function, and it develops as kids learn language. Lead author John Hutton of Cincinnati Children's Hospital told MIT Technology Review there's a clear link between higher screen use and lower white matter integrity in the children his team studied. That structural change appears to be reflected in the results of the cognitive test the kids took as well, which showed high screen time associated with lower levels of language and literacy skills.
Signe Lauren Bray, a researcher at the University of Calgary who was not involved in the study, downplays the findings by pointing out that it's a small and preliminary study. "It's absolutely not clear that screen time causes differences in brain development and there are many factors that could explain the association found here," she says.

Regardless, "Caution is warranted," Hutton says. "Children are not small grown-ups, and their needs change with development."

'Alarming' Loss of Insects and Spiders Recorded (bbc.com) 167

Insects and spiders are declining in forests and grasslands across Germany, according to new research. From a report: Scientists have described the findings as "alarming," saying the losses are driven by intensive agriculture. They are calling for a "paradigm shift" in land-use policy to preserve habitat for the likes of butterflies, bugs and flying insects. Recent studies have reported widespread declines in insect populations around the world. The latest analysis, published in the journal, Nature, confirms that some insect species are being pushed down the path to extinction. It is becoming clearer and clearer that the drivers of insect decline are related to farming practices, said Dr Sebastian Seibold of the Technical University of Munich in Freising, Germany. "Our study confirms that insect decline is real - it might be even more widespread then previously thought considering, for example, that also forests are experiencing declines in insect populations," he told BBC News. "I think it's alarming to see that such a decline happens not only in intensively-managed areas but also in protected areas -- so the sites that we think are safeguarding our biodiversity are not really working anymore."

SpaceX Goes For Two Big Reuse Milestones With Next Launch (arstechnica.com) 22

SpaceX is returning to the launch pad to send its second batch of Starlink Internet satellites into low Earth orbit. "On Tuesday, SpaceX completed a static test firing of the Falcon 9 rocket's first stage that is presently scheduled to launch on November 11 from Cape Canaveral Air Force Station in Florida," reports Ars Technica. "Beyond the primary mission, this flight is going for two rocket reuse milestones." From the report: This will be the first time that SpaceX has attempted to fly the same Falcon 9 first stage four times. This particular stage flew on July 25 (Iridium 7 mission) and October 8 (SAOCOM 1-A) in 2018 as well as February 22 (Nusantara Satu and Beresheet spacecraft) this year. Additionally, SpaceX will also attempt to reuse a payload fairing for the first time. After a Falcon Heavy launch of the Arabsat-6A mission in April, SpaceX recovered both halves of the payload fairing from the Atlantic Ocean. Those fairings have since been refurbished -- it is not clear how much work needed to be done to clean them and mitigate the effects of any salt water damage -- and will now fly on the Starlink mission.

More Than 11,000 Scientists From Around the World Declare a 'Climate Emergency' (theguardian.com) 395

"We declare clearly and unequivocally that planet Earth is facing a climate emergency," it states. "To secure a sustainable future, we must change how we live. [This] entails major transformations in the ways our global society functions and interacts with natural ecosystems." There is no time to lose, the scientists say: "The climate crisis has arrived and is accelerating faster than most scientists expected. It is more severe than anticipated, threatening natural ecosystems and the fate of humanity."

The statement is published in the journal BioScience on the 40th anniversary of the first world climate conference, which was held in Geneva in 1979. The statement was a collaboration of dozens of scientists and endorsed by further 11,000 from 153 nations. The scientists say the urgent changes needed include ending population growth, leaving fossil fuels in the ground, halting forest destruction and slashing meat eating. Prof William Ripple, of Oregon State University and the lead author of the statement, said he was driven to initiate it by the increase in extreme weather he was seeing. A key aim of the warning is to set out a full range of "vital sign" indicators of the causes and effects of climate breakdown, rather than only carbon emissions and surface temperature rise.
"A broader set of indicators should be monitored, including human population growth, meat consumption, tree-cover loss, energy consumption, fossil-fuel subsidies and annual economic losses to extreme weather events," said co-author Thomas Newsome, of the University of Sydney. Other "profoundly troubling signs from human activities" selected by the scientists include booming air passenger numbers and world GDP growth.

The scientists did identify some positive signs, including decreasing global birth rates, increasing solar and wind power and fossil fuel divestment, and a falling rate of destruction in the Amazon. They also listed a series of actions people can do to help the "climate crisis":

- Use energy far more efficiently and apply strong carbon taxes to cut fossil fuel use
- Stabilize global population -- currently growing by 200,000 people a day -- using ethical approaches such as longer education for girls
- End the destruction of nature and restore forests and mangroves to absorb CO2
- Eat mostly plants and less meat, and reduce food waste
- Shift economic goals away from GDP growth

A million Americans a year are arrested for drunken driving, and most stops begin the same way: flashing blue lights in the rearview mirror, then a battery of tests that might include standing on one foot or reciting the alphabet. What matters most, though, happens next. From a report: By the side of the road or at the police station, the drivers blow into a miniature science lab that estimates the concentration of alcohol in their blood. If the level is 0.08 or higher, they are all but certain to be convicted of a crime. But those tests -- a bedrock of the criminal justice system -- are often unreliable, a New York Times investigation found. The devices, found in virtually every police station in America, generate skewed results with alarming frequency, even though they are marketed as precise to the third decimal place. Judges in Massachusetts and New Jersey have thrown out more than 30,000 breath tests in the past 12 months alone, largely because of human errors and lax governmental oversight. Across the country, thousands of other tests also have been invalidated in recent years. The machines are sensitive scientific instruments, and in many cases they haven't been properly calibrated, yielding results that were at times 40 percent too high. Maintaining machines is up to police departments that sometimes have shoddy standards and lack expertise. In some cities, lab officials have used stale or home-brewed chemical solutions that warped results. In Massachusetts, officers used a machine with rats nesting inside.

Interstellar Space Even Weirder Than Expected, NASA Probe Reveals (nationalgeographic.com) 152

Now, a day before the anniversary of that celestial exit, scientists have revealed what Voyager 2 saw as it crossed the threshold -- and it's giving humans new insight into some of the big mysteries of our solar system. The findings, spread across five studies published today in Nature Astronomy, mark the first time that a spacecraft has directly sampled the electrically charged hazes, or plasmas, that fill both interstellar space and the solar system's farthest outskirts. It's another first for the spacecraft, which was launched in 1977 and performed the first -- and only -- flybys of the ice giant planets Uranus and Neptune.

For the first time, researchers could see that as an object gets within 140 million miles of the heliopause, the plasma surrounding it slows, heats up, and gets more dense. And on the other side of the boundary, the interstellar medium is at least 54,000 degrees Fahrenheit, which is hotter than expected. In addition, Voyager 2 confirmed that the heliopause is one leaky border -- and the leaks go both ways. Before Voyager 1 passed through the heliopause, it zoomed through tendrils of interstellar particles that had punched into the heliopause like tree roots through rock. Voyager 2, however, saw a trickle of low-energy particles that extended more than a hundred million miles beyond the heliopause. Another mystery appeared as Voyager 1 came within 800 million miles of the heliopause, where it entered a limbo-like area in which the outbound solar wind slowed to a crawl. Before it crossed the heliopause, Voyager 2 saw the solar wind form an altogether different kind of layer that, oddly, was nearly the same width as the stagnant one seen by Voyager 1.

With a Laser, Researchers Say They Can Hack Alexa, Google Home or Siri (nytimes.com) 65

Researchers in Japan and at the University of Michigan said Monday that they have found a way to take over Google Home, Amazon's Alexa or Apple's Siri devices from hundreds of feet away by shining laser pointers, and even flashlights, at the devices' microphones. The New York Times reports: In one case, they said, they opened a garage door by shining a laser beam at a voice assistant that was connected to it. They also climbed 140 feet to the top of a bell tower at the University of Michigan and successfully controlled a Google Home device on the fourth floor of an office building 230 feet away. And by focusing their lasers using a telephoto lens, they said, they were able to hijack a voice assistant more than 350 feet away. Opening the garage door was easy, the researchers said. With the light commands, the researchers could have hijacked any digital smart systems attached to the voice-controlled assistants.

They said they could have easily switched light switches on and off, made online purchases or opened a front door protected by a smart lock. They even could have remotely unlocked or started a car that was connected to the device. The researchers, who studied the light flaw for seven months, said they had discovered that the microphones in the devices would respond to light as if it were sound. Inside each microphone is a small plate called a diaphragm that moves when sound hits it. That movement can be replicated by focusing a laser or a flashlight at the diaphragm, which converts it into electric signals, they said. The rest of the system then responds the way it would to sound.
While the researchers said they had notified several companies to the light vulnerability, most microphones would need to be redesigned to remedy the problem. And simply covering the microphone with a piece of tape wouldn't solve it.

NASA Livestreams a Test of Boeing's 'Starliner' Spacecraft (cnet.com) 30

"You can watch a big test of Boeing's new Starliner spacecraft Monday as NASA pushes to bring crewed spaceflight launches back to U.S. soil for the first time in nearly a decade," reports CNET: The CST-100 Starliner currently sits on a test stand at New Mexico's White Sands Missile Range awaiting a pad abort test scheduled for 6 a.m. PT. The test is designed to ensure that the ship's four abort engines and control thrusters will fire in the case of an emergency on the launch pad, carrying the capsule and astronauts up and away from the potential danger.

Put another way, should there be risk of an explosion or something else really bad happening on the launch pad, the abort system being tested Monday is essentially the crew's life raft. During the test, the engines should carry the empty spacecraft about one mile into the air and a mile north of the test stand before parachutes and landing airbags are deployed for a soft touch down.

Starliner is one of two new spacecraft that NASA has contracted to begin flying astronauts to the International Space Station as part of its Commercial Crew program. The other is the SpaceX Crew Dragon... All [U.S.] astronauts have been launched to orbit via Soyuz rockets since the end of the Space Shuttle program in 2011, and NASA is particularly eager to bring launches back to the U.S. If Monday's test goes well, we might get to see a Starliner launch carrying humans at some point in the coming months.

Second 'Oumuamua-Like Comet From Beyond Our Solar System Suggests 'Alien' Comets May Be Common (sciencemag.org) 24

But 2I/Borisov, the second known interstellar visitor after far smaller 'Oumuamua, discovered in 2017, looks remarkably like a normal comet from our own Solar System: an object a few kilometers across spewing carbon monoxide gas, water vapor, and dust. Researchers who announced their analysis this week say the size of the two objects, along with the rate of their discovery and other factors, suggests that at any given moment more than a dozen interstellar visitors at least as large as 'Oumuamua are passing through the Solar System.

"Our current telescopes are not powerful enough to detect all of these objects," says Bryce Bolin, an astronomer at the California Institute of Technology in Pasadena and lead author of the new study. But in the future, he says, large telescopes will be able to catch these visitors more often, perhaps two or three times a year.

Neonicotinoids Disrupt Aquatic Food Webs and Decrease Fishery Yields, Says Study (phys.org) 22

A team of researchers from Japan has found compelling evidence of two fisheries collapsing due to use of neonicotinoid pesticides by nearby rice farmers. "In their paper published in the journal Science, the team describes their study of fishery water quality data over two decades and what they learned from it," reports Phys.Org. "Olaf Jensen with Rutgers University has published a Perspective piece discussing the work by the team in the same journal issue." From the report: Back in 1993, fishermen working at two fisheries on the lake found that yields had suddenly dropped dramatically. The reason for it was not known but many suspected it was tied to the use of neonicotinoid pesticides by nearby farmers -- a new practice. To find out if that was indeed the case, the researchers gathered data obtained by other teams studying the lake over a period ten years before and after the collapse of the fisheries.

In looking at the results, the researchers found that the year following the first use of neonicotinoid pesticides in the local area, the amount of zooplankton in the lake nosedived. This was followed by a very swift drop in population of the fish that fed on them. More specifically, they found that zooplankton biomass shrank by approximately 83 percent. That year the smelt harvest was just 22 tons, a dramatic drop from an average haul of 240 tons each year. The researchers note that they also studied other factors that might have led to fishery collapse, such as nutrient depletion or changes in oxygen or salt concentrations. They report that they were not able to find any evidence showing that there might have been something other than pesticides killing the food fish ate leaving them to starve.

Scientists Find a Way To Target the Protein Behind Huntington's Disease (arstechnica.com) 22

Symptoms typically start when people are in their 30s, and those include dementia and the loss of motor control. Despite having identified the gene decades ago, we've struggled to find a way to use that knowledge to make patients' lives better. The protein that is produced by the damaged gene is so similar to the normal version that targeting it has proven nearly impossible. But now, scientists in China have devised a way to specifically get rid of the damaged protein. They've identified molecules that can link the damaged form of the protein to a system that cells use to target proteins for digestion and recycling. Tests in mice and flies seem to indicate that this is enough to reverse many of the problems caused by the Huntington's mutation. The findings have been published in the journal Nature.

dryriver shares a report from CNN: Several rival companies may be hard at work trying to get Elon Musk's Hyperloop concept off the ground, but hurtling across country -- maybe even across continents -- at 600 miles per hour in a low-pressure steel tube still feels far from reality. But 13-year-old New York student Caroline Crouchley may have invented a more economically viable and eco-friendly Hyperloop solution. Crouchley's idea, which just won second place in the annual 3M Young Scientist Challenge, is to build pneumatic tubes next to existing train tracks. Magnetic shuttles would travel through these vacuum tubes, connected via magnetic arm to trains traveling on the existing tracks. This system would utilize current train tracks, thereby cutting infrastructure costs and, Crouchley says, eradicating the potential safety risk posed by propelling passengers in a vacuum. There'd be no need for trains to use diesel or electric motors, making the trains lighter and more fuel-efficient. This is important to Crouchley, who aims to devise active solutions to the climate crisis. "I pinpointed transportation as something I wanted to work on because if we can make trains more efficient, then we can eliminate the amount of cars, trucks and buses on the road," Crouchley tells CNN Travel.

Black Salve Is A Dangerous Fake Cancer Cure, But It Continues To Flourish In Facebook Groups (buzzfeednews.com) 163

Even as Facebook has cracked down on anti-vaxxers and peddlers of snake oil cure-alls, a particularly grotesque form of fake cancer treatment has flourished in private groups on Facebook. From a report: Black salve, a caustic black paste that eats through flesh, is enthusiastically recommended in dedicated groups as a cure for skin and breast cancer -- and for other types of cancer when ingested in pill form. There's even a group dedicated to applying the paste to pets. A Facebook spokesperson told BuzzFeed News that these groups don't violate its community guidelines. This summer, it launched an initiative to address "exaggerated or sensational health claims" and will downrank that content in the News Feed, similar to how it handles clickbait. But it's not clear how it defines what a "sensational" health claim is. Citing user privacy, Facebook would not say whether or not it had downranked the black salve groups in the News Feed. Other platforms have taken a different approach. When BuzzFeed News asked YouTube about several videos where people discussed using black salve, YouTube said the videos were in violation and removed them. Amazon, which does not sell the salve itself, removed a book about black salve when BuzzFeed News asked about it.
