China Achieves Thorium-Uranium Conversion Within Molten Salt Reactor (scmp.com) 120

Longtime Slashdot reader hackingbear writes: South China Morning Post, citing Chinese state media, reported that an experimental reactor developed in the Gobi Desert by the Chinese Academy of Sciences' Shanghai Institute of Applied Physics has achieved thorium-to-uranium fuel conversion, paving the way for an almost endless supply of nuclear energy. It is the first time in the world that scientists have been able to acquire experimental data on thorium operations from inside a molten salt reactor according to a report by Science and Technology Daily. Thorium is much more abundant and accessible than uranium and has enormous energy potential. One mine tailings site in Inner Mongolia is estimated to hold enough of the element to power China entirely for more than 1,000 years.

At the heart of the breakthrough is a process known as in-core thorium-to-uranium conversion that transforms naturally occurring thorium-232 into uranium-233 -- a fissile isotope capable of sustaining nuclear chain reactions within the reactor itself. Thorium (Th-232) is not itself fissile and so is not directly usable in a thermal neutron reactor. Thorium fuels therefore need a fissile material as a 'driver' so that a chain reaction (and thus supply of surplus neutrons) can be maintained. The only fissile driver options are U-233, U-235 or Pu-239. (None of these are easy to supply.) In the 1960s, the Oak Ridge National Laboratory (USA) designed and built a demonstration MSR using U-233, derived externally from thorium as the main fissile driver.

Among HDR10+ Advanced's most interesting features is HDR10+ Intelligent FRC (frame rate conversion), which is supposed to improve motion smoothing.

A TV using motion smoothing analyzes each video frame and tries to determine what additional frames would look like if the video were playing at a frame rate that matched the TV's refresh rate. The TV then inserts those frames into the video. A 60Hz TV with motion smoothing on, for example, would attempt to remove judder from a 24p film by inserting frames so that the video plays as if it were shot at 60p. For some, this appears normal and can make motion, especially camera panning or zooming, look smoother. However, others will report movies and shows that look more like soap operas, or as if they were shot on higher-speed video cameras instead of film cameras. Critics, including some big names in Hollywood, argue that motion smoothing looks unnatural and deviates from the creator's intended vision.

Intelligent FRC takes a more nuanced approach to motion smoothing by letting content creators dictate the level of motion smoothing used in each scene, Forbes reported. The feature is also designed to adjust the strength of motion interpolation based on ambient lighting.

Studio Ghibli, Bandai Namco, Square Enix Demand OpenAI Stop Using Their Content To Train AI 50

An anonymous reader shares a report: The Content Overseas Distribution Association (CODA), an anti-piracy organization representing Japanese IP holders like Studio Ghibli and Bandai Namco, released a letter last week asking OpenAI to stop using its members' content to train Sora 2, as reported by Automaton. The letter states that "CODA considers that the act of replication during the machine learning process may constitute copyright infringement," since the resulting AI model went on to spit out content with copyrighted characters.

Sora 2 generated an avalanche of content containing Japanese IP after it launched on September 30th, prompting Japan's government to formally ask OpenAI to stop replicating Japanese artwork. This isn't the first time one of OpenAI's apps clearly pulled from Japanese media, either -- the highlight of GPT-4o's launch back in March was a proliferation of "Ghibli-style" images.

Altman announced last month that OpenAI will be changing Sora's opt-out policy for IP holders, but CODA claims that the use of an opt-out policy to begin with may have violated Japanese copyright law, stating, "under Japan's copyright system, prior permission is generally required for the use of copyrighted works, and there is no system allowing one to avoid liability for infringement through subsequent objections."

OpenAI "hasn't yet turned a profit," notes Wall Street Journal business columnist Tim Higgins. "Its annual revenue is 2% of Amazon.com's sales.

"Its future is uncertain beyond the hope of ushering in a godlike artificial intelligence that might help cure cancer and transform work and life as we know it. Still, it is brimming with hope and excitement.

"But what if OpenAI fails?" There's real concern that through many complicated and murky tech deals aimed at bolstering OpenAI's finances, the startup has become too big to fail. Or, put another way, if the hype and hope around Chief Executive Sam Altman's vision of the AI future fails to materialize, it could create systemic risk to the part of the U.S. economy likely keeping us out of recession.

That's rarefied air, especially for a startup. Few worried about what would happen if Pets.com failed in the dot-com boom. We saw in 2008-09 with the bank rescues and the Chrysler and General Motors bailouts what happens in the U.S. when certain companies become too big to fail...

[A]fter a lengthy effort to reorganize itself, OpenAI announced moves that will allow it to have a simpler corporate structure. This will help it to raise money from private investors and, presumably, become a publicly traded company one day. Already, some are talking about how OpenAI might be the first trillion-dollar initial public offering... Nobody is saying OpenAI is dabbling in anything like liar loans or subprime mortgages. But the startup is engaging in complex deals with the key tech-industry pillars, the sorts of companies making the guts of the AI computing revolution, such as chips and Ethernet cables. Those companies, including Nvidia and Oracle, are partnering with OpenAI, which in turn is committing to make big purchases in coming years as part of its growth ambitions.

Supporters would argue it is just savvy dealmaking. A company like Nvidia, for example, is putting money into a market-making startup while OpenAI is using the lofty value of its private equity to acquire physical assets... They're rooting for OpenAI as a once-in-a-generational chance to unseat the winners of the last tech cycles. After all, for some, OpenAI is the next Apple, Facebook, Google and Tesla wrapped up in one. It is akin to a company with limitless potential to disrupt the smartphone market, create its own social-media network, replace the search engine, usher in a robot future and reshape nearly every business and industry.... To others, however, OpenAI is something akin to tulip mania, the harbinger of the Great Depression, or the next dot-com bubble. Or worse, they see, a jobs killer and mad scientist intent on making Frankenstein.

But that's counting on OpenAI's success.

Denmark Reportedly Withdraws 'Chat Control' Proposal Following Controversy (therecord.media) 28

An anonymous reader quotes a report from The Record: Denmark's justice minister on Thursday said he will no longer push for an EU law requiring the mandatory scanning of electronic messages, including on end-to-end encrypted platforms. Earlier in its European Council presidency, Denmark had brought back a draft law which would have required the scanning, sparking an intense backlash. Known as Chat Control, the measure was intended to crack down on the trafficking of child sex abuse materials (CSAM). After days of silence, the German government on October 8 announced it would not support the proposal, tanking the Danish effort.

Danish Justice Minister Peter Hummelgaard told reporters on Thursday that his office will support voluntary CSAM detections. "This will mean that the search warrant will not be part of the EU presidency's new compromise proposal, and that it will continue to be voluntary for the tech giants to search for child sexual abuse material," Hummelgaard said, according to local news reports. The current model allowing for voluntary scanning expires in April, Hummelgaard said. "Right now we are in a situation where we risk completely losing a central tool in the fight against sexual abuse of children," he said. "That's why we have to act no matter what. We owe it to all the children who are subjected to monstrous abuse."

You Can't Refuse To Be Scanned by ICE's Facial Recognition App, DHS Document Says (404media.co) 202

An anonymous reader shares a report: Immigration and Customs Enforcement (ICE) does not let people decline to be scanned by its new facial recognition app, which the agency uses to verify a person's identity and their immigration status, according to an internal Department of Homeland Security (DHS) document obtained by 404 Media. The document also says any face photos taken by the app, called Mobile Fortify, will be stored for 15 years, including those of U.S. citizens.

The document provides new details about the technology behind Mobile Fortify, how the data it collects is processed and stored, and DHS's rationale for using it. On Wednesday 404 Media reported that both ICE and Customs and Border Protection (CBP) are scanning peoples' faces in the streets to verify citizenship.

"ICE does not provide the opportunity for individuals to decline or consent to the collection and use of biometric data/photograph collection," the document, called a Privacy Threshold Analysis (PTA), says. A PTA is a document that DHS creates in the process of deploying new technology or updating existing capabilities. It is supposed to be used by DHS's internal privacy offices to determine and describe the privacy risks of a certain piece of tech. "CBP and ICE Privacy are jointly submitting this new mobile app PTA for the ICE Mobile Fortify Mobile App (Mobile Fortify app), a mobile application developed by CBP and made accessible to ICE agents and officers operating in the field," the document, dated February, reads. 404 Media obtained the document (which you can see here) via a Freedom of Information Act (FOIA) request with CBP.

Someone Snuck Into a Cellebrite Microsoft Teams Call and Leaked Phone Unlocking Details (404media.co) 56

An anonymous reader quotes a report from 404 Media: Someone recently managed to get on a Microsoft Teams call with representatives from phone hacking company Cellebrite, and then leaked a screenshot of the company's capabilities against many Google Pixel phones, according to a forum post about the leak and 404 Media's review of the material. The leak follows others obtained and verified by 404 Media over the last 18 months. Those leaks impacted both Cellebrite and its competitor Grayshift, now owned by Magnet Forensics. Both companies constantly hunt for techniques to unlock phones law enforcement have physical access to.

"You can Teams meeting with them. They tell everything. Still cannot extract esim on Pixel. Ask anything," a user called rogueFed wrote on the GrapheneOS forum on Wednesday, speaking about what they learned about Cellebrite capabilities. GrapheneOS is a security- and privacy-focused Android-based operating system. rogueFed then posted two screenshots of the Microsoft Teams call. The first was a Cellebrite Support Matrix, which lays out whether the company's tech can, or can't, unlock certain phones and under what conditions. The second screenshot was of a Cellebrite employee. According to another of rogueFed's posts, the meeting took place in October. The meeting appears to have been a sales call. The employee is a "pre sales expert," according to a profile available online.

The Support Matrix is focused on modern Google Pixel devices, including the Pixel 9 series. The screenshot does not include details on the Pixel 10, which is Google's latest device. It discusses Cellebrite's capabilities regarding 'before first unlock', or BFU, when a piece of phone unlocking tech tries to open a device before someone has typed in the phone's passcode for the first time since being turned on. It also shows Cellebrite's capabilities against after first unlock, or AFU, devices. The Support Matrix also shows Cellebrite's capabilities against Pixel devices running GrapheneOS, with some differences between phones running that operating system and stock Android. Cellebrite does support, for example, Pixel 9 devices BFU. Meanwhile the screenshot indicates Cellebrite cannot unlock Pixel 9 devices running GrapheneOS BFU. In their forum post, rogueFed wrote that the "meeting focused specific on GrapheneOS bypass capability." They added "very fresh info more coming."

Meta CEO Mark Zuckerberg is getting ready to dump even more AI-generated posts into your social feeds. From a report: During an earnings call on Wednesday, Zuckerberg said the company will "add yet another huge corpus of content" to its recommendations system as AI "makes it easier to create and remix" work that gets shared online.

"Social media has gone through two eras so far," Zuckerberg said. "First was when all content was from friends, family, and accounts that you followed directly. The second was when we added all of the Creator content." Though Zuckerberg stops short of calling AI the third era of social media, it's clear that the technology will be heavily involved in what comes next.

Zuckerberg said that recommendation systems that "deeply understand" AI-generated posts and "show you the right content" will become "increasingly valuable." The company has already begun embedding AI tools across its apps and is now experimenting with dedicated AI social apps, too.

According to Alpha Arena, a real-market trading challenge launched by US research firm Nof1, DeepSeek's Chat V3.1 turned an initial $10,000 into $22,900 by Monday, a 126% increase since trading began on October 18, while Qwen 3 Max followed closely with a 108% return.

In stark contrast, US models lagged far behind. A new study from the Complexity Science Hub Vienna finds that as people's close social circles expanded from two to five friends around the rise of social media (2008-2010), polarization in society spiked. "The connection between these two developments could provide a fundamental explanation for why societies around the world are increasingly fragmenting into ideological bubbles," reports Phys.org. From the report: The researchers' findings confirm that increasing polarization is not merely perceived -- it is measurable and objectively occurring. "And this increase happened suddenly, between 2008 and 2010," says [says Stefan Thurner from the Complexity Science Hub (CSH)]. The question remained: what caused it? [...] The sharp rise in both polarization and the number of close friends occurred between 2008 and 2010 -- precisely when social media platforms and smartphones first achieved widespread adoption. This technological shift may have fundamentally changed how people connect with each other, indirectly promoting polarization.

"Democracy depends on all parts of society being involved in decision-making, which requires that everyone be able to communicate with each other. But when groups can no longer talk to each other, this democratic process breaks down," emphasizes Stefan Thurner. Tolerance plays a central role. "If I have two friends, I do everything I can to keep them -- I am very tolerant towards them. But if I have five and things become difficult with one of them, it's easier to end that friendship because I still have 'backups.' I no longer need to be as tolerant," explains Thurner.

What disappears as a result is a societal baseline of tolerance -- a development that could contribute to the long-term erosion of democratic structures. To prevent societies from increasingly fragmenting, Thurner emphasizes the importance of learning early how to engage with different opinions and actively cultivating tolerance.

YouTube's CEO recently said its viewership on TV sets has "surpassed mobile and is now the primary device for YouTube viewing in the U.S.," writes The Hollywood Reporter. And YouTube is shelling out big money to stay on top: It's come a long way since the 19-second "me at the zoo" video was uploaded in April 2005. Now, per a KPMG report released Sept. 23, YouTube is second only to Comcast in terms of annual content spend, inclusive of payments to creators and media companies, paying out as much as Netflix and Paramount combined, $32 billion... The only question is what genres it will take over next, and how quickly it will do so. From talk shows to scripted dramas to, yes, live sports, there are signs that the platform's ambitions will collide with the traditional TV business sooner rather than later...

YouTube has slowly, then all at once, become the de facto home for what had been late night, not only for the shows on linear TV, but for an emerging crop of new talent born on the platform. As it happens, late night itself transformed YouTube when the Saturday Night Live skit "Lazy Sunday" went viral 20 years ago on the platform, which had only been live for a few months... As consumer preferences collide with a burgeoning ecosystem of video podcasts (YouTube now claims more than 1 billion podcast users monthly), the world of late night, and for that matter TV talk shows more generally, increasingly revolves around the platform. One current late night producer says that almost every A-list booking now includes some sort of sketch or bit that they think will play well on YouTube, but booking those guests in the first place has become less of a sure thing. A veteran Hollywood publicist says that for many of their clients, they are now recommending that YouTube podcasts or shows become the first stop, or at least a major stop, on press tours...

Nielsen has been tracking the streaming platforms that consumers watch on their TV screens ever since it launched what it calls The Gauge in 2021. But over the past year, YouTube's domination of The Gauge has unnerved executives at some competitors. The most recent Gauge report showed that YouTube was by far the most watched video platform, holding 13.1 percent share. Netflix, in second place, was at 8.7 percent.

The article suggests YouTube's last challenge may be "scripted" entertainment — where their business model is different than Netflix or HBO.

"On YouTube, it is up to the creator to finance and produce their content, and while the platform regularly releases new tools to help them (including AI-enabled tech that suggests video ideas and can create short background videos for use in Shorts), scripted entertainment is a particularly tricky challenge, requiring writers, directors, sets, costumes, lighting, editing, special effects and other production requirements that may go beyond the typical creator-led show."

"Clippy, the animated paper clip that annoyed Microsoft Office users nearly three decades ago, might have just been ahead of its time," writes the Associated Press: Microsoft introduced a new artificial intelligence character called Mico (pronounced MEE'koh) on Thursday, a floating cartoon face shaped like a blob or flame that will embody the software giant's Copilot virtual assistant and marks the latest attempt by tech companies to imbue their AI chatbots with more of a personality... "When you talk about something sad, you can see Mico's face change. You can see it dance around and move as it gets excited with you," said Jacob Andreou, corporate vice president of product and growth for Microsoft AI, in an interview with The Associated Press. "It's in this effort of really landing this AI companion that you can really feel."

In the U.S. only so far, Copilot users on laptops and phone apps can speak to Mico, which changes colors, spins around and wears glasses when in "study" mode. It's also easy to shut off, which is a big difference from Microsoft's Clippit, better known as Clippy and infamous for its persistence in offering advice on word processing tools when it first appeared on desktop screens in 1997. "It was not well-attuned to user needs at the time," said Bryan Reimer, a research scientist at the Massachusetts Institute of Technology. "Microsoft pushed it, we resisted it and they got rid of it. I think we're much more ready for things like that today..."

Microsoft's product releases Thursday include a new option to invite Copilot into a group chat, an idea that resembles how AI has been integrated into social media platforms like Snapchat, where Andreou used to work, or Meta's WhatsApp and Instagram. But Andreou said those interactions have often involved bringing in AI as a joke to "troll your friends," in contrast to Microsoft's designs for an "intensely collaborative" AI-assisted workplace.
