Microsoft Looking Into Windows 7 Battery Failures 206

Jared writes "Microsoft says it is investigating reports of notebooks with poor battery life with Windows 7, as first reported by users on Microsoft TechNet. These users claim their batteries were working just fine under Windows XP and/or Windows Vista, and others are saying that battery problems occur on their new Windows 7 PCs. Under Win7, certain machines spit out the following warning message: 'Consider replacing your battery. There is a problem with your battery, so your computer might shut down suddenly.' The warning is normally issued after using the computer's BIOS to determine whether a battery needs replacement, but in this case it appears the operating system and not the battery is the problem. These customers say their PC's battery life is noticeably lower, with some going as far as to say that it has become completely unusable after a few weeks. To make matters worse, others are reporting that downgrading to an earlier version of Windows doesn't fix the problem."

Electric Bicycles Surging In Popularity 533

gollum123 writes "An accidental transportation upheaval began in China, where an estimated 120 million electric bicycles now hum along the roads, up from a few thousand in the 1990s. They are replacing traditional bikes and motorcycles at a rapid clip and, in many cases, allowing people to put off the switch to cars. The booming Chinese electric-bike industry is spurring worldwide interest and impressive sales in India, Europe, and the US. China is exporting many bikes, and Western manufacturers are also copying the Chinese trend to produce models of their own. From virtually nothing a decade ago, electric bikes have become an $11 billion global industry. In the Netherlands, a third of the money spent on bicycles last year went to electric-powered models. Industry experts predict similar growth elsewhere in Europe, especially in Germany, France, and Italy, as rising interest in cycling coincides with an aging population. India had virtually no sales until two years ago, but its nascent market is fast expanding and could eclipse Europe's in the next year. In China, electric bicycles have evolved into bigger machines that resemble Vespa scooters. These larger models are causing headaches for global transportation planners. They cannot decide whether to embrace them as a green form of transportation, or ban them as a safety hazard. Some cities are studying the halfway measure of banning them from bicycle lanes while permitting them on streets."

coondoggie sends word that Boston Dynamics, maker of the BigDog robot we have been following for a while, has just been awarded a $32M DARPA contract to produce robotic "pack dogs" for the military. "What kind of robot will automatically follow a leader, carry 400 lbs. (182 kg) of military gear, walk 20 miles in all manner of weather, and go 24 hours without refueling? Well, we might soon find out as DARPA has awarded a $32 million contract to build its Legged Squad Support System (LS3) which uses sensors and a GPS to walk along with soldiers across all manner of terrain in any weather without pulling any muscles."

eldavojohn writes "A new paper entitled Epitaxial Graphene on Silicon toward Graphene-Silicon Fusion Electronics published by a group of physicists at Tohoku University in Japan has demonstrated that they can grow graphene on a silicon substrate and pair that technique with conventional lithography to create a graphene-on-silicon field effect transistor. For quite sometime we've been discussing the supermaterial graphene being used like silicon improving everything from memory density to transistors. Given this demonstration, are we witnessing the start of a new era in electronics or are there more hurdles to clear before the manufacturers adopt this fabrication process and embrace graphene?"

These efforts to dominate renewable energy technologies raise the prospect that the West may someday trade its dependence on oil from the Mideast for a reliance on solar panels, wind turbines and other gear manufactured in China."

Obama Budget To Triple Nuclear Power Loan Guarantees 373

Hugh Pickens writes "When President Obama said in his State of the Union address on Wednesday that the country should build 'a new generation of safe, clean nuclear power plants,' it was one of the few times he got bipartisan applause. Now the NY Times reports that administration officials have confirmed their 2011 federal budget request next week will raise potential loan guarantees for nuclear projects to more than $54 billion, from $18.5 billion, and a new Energy Department panel will examine a vastly expanded list of options for nuclear waste, including a new kind of nuclear reactor that would use some of it. The Energy Department appears to be getting close to offering its first nuclear loan guarantee. Earlier this week, Southern Co. Chief Executive David Ratcliffe said the company expects to finalize an application for a loan guarantee 'within the next couple months,' while Scana Corp., which has also applied, is 'a couple months behind Southern' and is hopeful of receiving a conditional award 'sometime in the next months.'"

More than seven years later, the final shoe has dropped on this saga, with a $26 million judgment against Carl Tilley and his wife, who propagated this scam that ran for several years. Probably the height of its audacity was when Tilley told his shareholders in May of 2002 that GE had offered $2 billion 'sight unseen' to buy out the technology."

Evolving Robots Learn To Prey On Each Other 115

quaith writes "Dario Floreano and Laurent Keller report in PLoS ONE how their robots were able to rapidly evolve complex behaviors such as collision-free movement, homing, predator versus prey strategies, cooperation, and even altruism. A hundred generations of selection controlled by a simple neural network were sufficient to allow robots to evolve these behaviors. Their robots initially exhibited completely uncoordinated behavior, but as they evolved, the robots were able to orientate, escape predators, and even cooperate. The authors point out that this confirms a proposal by Alan Turing who suggested in the 1950s that building machines capable of adaptation and learning would be too difficult for a human designer and could instead be done using an evolutionary process. The robots aren't yet ready to compete in Robot Wars, but they're still pretty impressive."

Laser Fusion Passes Major Hurdle 354

chill writes "The National Ignition Facility at Lawrence Livermore National Laboratory has performed their first controlled fusion experiments using all 192 lasers. While still not ramped up to full power, the first experiments proved very fruitful. The lasers create a lot of plasma in the target container and researchers worried that the plasma would interfere with the ability of the target to absorb enough energy to ignite. These experiments show that not only does enough energy make it through, the plasma can be manipulated to increase the uniformity of compression. Ramping up of power is due to start in May." The project lead, Dr. Sigfried Glenzer, is "confident that with everything in place, ignition is on the horizon. He added, quite simply, 'It's going to happen this year.'"

It seems there are two main ways: 1) to have one 'big' desktop, which means I have single workspace — changing virtual desktop switches both monitors or 2) to have separate X sessions for each display — which means I have separate workspaces, but I can't move applications between them. I need something in the middle — a separate workspace for each screen, so that I can have independent virtual desktops on each screen, but still have the ability to move applications between monitors (no need to strech one app across both of them). I've read that some tiling window managers can do this kind of thing, but I'd rather go with 'classical' window managers, like Openbox/Gnome/KDE or similar."

coondoggie writes "The Department of Energy and IBM are serious about developing controversial lithium air batteries capable of powering a car for 500 miles on a single charge – a huge increase over current plug-in batteries that have a range of about 40 to 100 miles, the DOE said. The agency said 24 million hours of supercomputing time out of a total of 1.6 billion available hours at Argonne and Oak Ridge National Laboratories will be used by IBM and a team of researchers from those labs and Vanderbilt University to design new materials required for a lithium air battery."

UK Police Plan To Use Military-Style Spy Drones 390

krou writes "According to documents obtained by the Guardian under the Freedom of Information Act, the UK police plan on deploying unmanned drones in the UK to 'revolutionize policing' and extend domestic 'surveillance, monitoring and evidence gathering,' which will be used in 'the routine work of the police, border authorities and other government agencies.' The documents come from the South Coast Partnership, 'a Home Office-backed project in which Kent police and others are developing a national drone plan' in conjunction with BAE Systems. The stated aim is to introduce the system in time for the 2012 Olympics. Initially, Kent police stated that the system would be used to monitor shipping lanes and illegal immigrants, but the documents reveal that this was part of a PR strategy: 'There is potential for these [maritime] uses to be projected as a "good news" story to the public rather than more "big brother."' However, the documents talk about a much wider range of usage, such as '[detecting] theft from cash machines, preventing theft of tractors and monitoring antisocial driving,' as well as 'road and railway monitoring, search and rescue, event security and covert urban surveillance.' Also, due to the expense involved, it has also been suggested that some data could be sold off to private companies, or the drones could be used for commercial purposes."
