Google Wants RISC-V To Be a 'Tier-1' Android Architecture (arstechnica.com) 61

An anonymous reader quotes a report from Ars Technica: Google's keynote at the RISC-V Summit was all about bold proclamations [...]. Lars Bergstrom, Android's director of engineering, wants RISC-V to be seen as a "tier-1 platform" in Android, which would put it on par with Arm. That's a big change from just six months ago. Bergstrom says getting optimized Android builds on RISC-V will take "a lot of work" and outlined a roadmap that will take "a few years" to come to fruition, but AOSP started to land official RISC-V patches back in September. The build system is up and running, and anyone can grab the latest "riscv64" branch whenever they want -- and yes, in line with its recent Arm work, Google wants RISC-V on Android to be 64-bit only. For now, the most you can get is a command line, and Bergstrom's slide promised "initial emulator support by the start of 2023, with Android RunTime (ART) support for Java workloads following during Q1."

One of Bergstrom's slides featured the above "to-do" list, which included a ton of major Android components. Unlike Android's unpolished support for x86, Bergstrom promised a real push for quality with RISC-V, saying, "We need to do all of the work to move from a prototype and something that runs to something that's really singing -- that's showing off the best-in-class processors that [RISC-V International Chairman Krste Asanovic] was mentioning in the previous talk." Once Google does get Android up and running on RISC-V, then it will be up to manufacturers and the app ecosystem to back the platform. What's fun about the Android RunTime is that when ART supports RISC-V, a big chunk of the Android app ecosystem will come with it. Android apps ship as Java code, and the way that becomes an ARM app is when the Android Runtime compiles it into ARM code. Instead, it will soon compile into RISC-V code with no extra work from the developer. Native code that isn't written in Java, like games and component libraries, will need to be ported over, but starting with Java code is a big jump-start.

In her opening remarks, RISC-V International (the nonprofit company that owns the architecture) CEO Calista Redmond argued that "RISC-V is inevitable" thanks to the open business model and wave of open chip design that it can create, and it's getting hard to argue against that. While the show was mostly about the advantages of RISC-V, I want to add that the biggest reason RISC-V seems inevitable is that current CPU front-runner Arm has become an unstable, volatile company, and it feels like any viable alternative would have a good shot at success right now. [...] The other reason to kick Arm to the curb is the US-China trade war, specifically that Chinese companies (and the Chinese government) would really like to distance themselves from Western technology. [...] RISC-V is seen as a way to be less reliant on the West. While the project started at UC Berkeley, RISC-V International says the open source architecture is not subject to US export law. In 2019, the RISC-V Foundation actually moved from the US to Switzerland and became "RISC-V International," all to try to avoid picking a side in the US-China trade war. The result is that Chinese tech companies are rallying around RISC-V as the future chip architecture. One Chinese company hit by US export restrictions, the e-commerce giant Alibaba, has been the leading force in bringing RISC-V support to Android, and with Chinese companies playing a huge part in the Android ecosystem, it makes sense that Google would throw open the doors for official support. Now we just need someone to build a phone.

Alienware Goes Bigger and Taller With the X16 and M18 Gaming Laptops (theverge.com) 17

Alienware is unveiling a refreshed lineup of its M- and X-series gaming laptops at CES 2023. Like some other laptop companies, including Razer and Acer, Alienware is shifting focus away from 15- and 17-inch laptops toward thin, powerful 16- and 18-inch models. From a report: The brand is going big with the new M18, an 18-inch model that's being pitched as a desktop replacement. This is actually a resurrection following the M18's previous spec update way back in 2015. The 2023 model will feature Intel's 13th Generation HX CPUs and Nvidia's RTX 4090 mobile graphics card. The latest processors and graphics options from AMD will be available in the M18 later in 2023. Not only is the M18 massive and powerful -- it's a big deal in other ways. It can be configured with an 18-inch QHD Plus screen in the taller 16:10 aspect ratio and set up to include a ton of ports, including two Thunderbolt 4 ports, HDMI 2.1, Ethernet, an SD card reader, and many others. It supports user-upgradeable dual DDR5 RAM slots, and you can also cram up to 9TB of NVMe M.2 storage in it. This model starts at $2,099, but the first configuration it's releasing will cost $2,899.

Nvidia Unveils GeForce RTX 40 Series GPUs for Laptops (venturebeat.com) 30

Nvidia unveiled the GeForce RTX 4070 Ti graphics card using its latest graphics processing unit (GPU) chip. It also showed off laptops with a whole family of 40 Series GPUs. From a report: The 4070 desktop GPU will sell for $800 and will be available on January 5 for custom add-on boards. The Santa Clara, California-based company said the GeForce RTX 4070 Ti is faster than the predecessor GeForce RTX 3090 Ti, at nearly half the power, thanks to its new Nvidia Ada Lovelace architecture innovations and Nvidia DLSS 3 (deep learning super sampling) technology. The GPUs are part of the 40 Series family that the company began introducing last fall, and they will compete against the latest offerings from Advanced Micro Devices' Radeon GPU family. Nvidia made the announcement at an online event ahead of the CES 2023 tech trade show in Las Vegas.

Nvidia said that the GPUs will be built into more than 170 laptop models. The laptops use the new 4070, 4060 and 4050 GPUs from Nvidia. And 4090- and 4080-based laptops will start shipping for $2,000 on February 8. Other 40 Series RTX laptops (4050/60/70 starting at $1,000) will start shipping on February 22. Nvidia said the GeForce RTX 4070 Ti will max out a 1440p monitor, delivering over 120 FPS in modern games like A Plague Tale: Requiem, Warhammer 40,000: Darktide, and F1 22. Nvidia showed off a bunch of games that will take advantage of the hardware. Other titles that will use RTX's ray tracing include Cyberpunk 2077, Portal with RTX, The Witcher 3: Wild Hunt, and many more.

Intel Announces Non-K 13th-Gen Core For Desktop: New 65 W and 35 W Processors (anandtech.com) 24

Intel has finally pulled the proverbial trigger on its non-K series SKUs, with sixteen new Raptor Lake-S series processors for desktops. AnandTech: Varied across a mixture of bare multiplier locked SKUs such as the Core i9-13900 and Core i7-13700 with a TDP of 65 W, Intel has also announced its T series models with a TDP of just 35 W for lower powered computing, including the Core i9-13900T. Furthermore, Intel has launched its Core i3 series family, offering decent performance levels, albeit with just performance (P) cores and no efficiency (E) cores, at a more affordable price starting from $109. Although the overclockable parts typically get consumers' attention when they launch, most of Intel's sales come through its regular non-K parts. Despite not being world record holders regarding performance or overclocking ability, the non-K series SKUs account for most system builders and OEM systems across the entry-level and mid-range offerings.

Intel's non-K launch offerings as part of its Raptor Lake-S architecture all come with a TDP of 65 W or lower, with variants representing the Core i9, Core i7, and Core i5; Intel has also now pulled the trigger on its 13th Gen Core i3 series. Intel has sixteen new desktop processors with varying performance, specification, and price levels, ranging from 24-core (8P+16E) to quad-core (4P+0E) options. Memory support on the Core i9 and Core i7 series includes both DDR5-5600 and DDR4-3200, while the new Core i5 and Core i3 series support DDR5-4800 and DDR4-3200 as per JEDEC specifications. There are three new Intel 13th Gen Core i9 series processors to select from, starting at $549 with the Core i9-13900. All Core i9 series non-K parts include 8P+16E cores for 32 threads, and 36 MB of Intel Smart L3 cache, with the Core i9-13900 ($549) and Core i9-13900F ($524) sharing the same 5.6 GHz turbo clock speed and a base frequency of 3.3 GHz on the performance (P) cores. Both models also include a base TDP of 65 W and a turbo TDP of 219 W, which is plenty of power budget for turbo clock speeds on both the P and E cores. The only caveat is that the Core i9-13900F doesn't include Intel's UHD 770 integrated graphics (32 EUs); consequently, it has a $25 lower MSRP.

The third of Intel's Core i9 non-K series chips is the Core i9-13900T, with the T signifying that it's a 35 W part. A lower power envelope means it sacrifices plenty of MHz to account for the drop in power. The Core i9-13900 has a P-core base frequency of 1.1 GHz, with a turbo clock speed of up to 5.3 GHz; the E-core specifications are similar, with a base frequency of 800 MHz and a turbo of 3.9 GHz. Even though the Core i9-13900T ($549) comes with a 35 W base TDP, it has a turbo TDP of 106 W. Moving onto the Core i5 family, Intel has three new Raptor Lake-S desktop processors, including two 65 W and one T series (35 W) part. All three include 30 MB of Intel The Core i7-13700 and Core i7-13700F both feature a P-core turbo clock speed of 5.2 GHz, while the restrictions in power mean that the P-core base frequency sits at just 2.1 GHz. For the efficiency (E) cores, this means that they have a base frequency of 1.5 GHz and a turbo clock speed of 4.1 GHz, while both conform to Intel's interpretation of 65 W; they both have a turbo TDP of 219 W. The Core i7-13700T, as per the specifications, has a base TDP of 35 W, but it has a turbo TDP of 106 W. As with other T-series family products, the lower TDP puts constraints on raw frequency, with a P-core base frequency of just 1.4 GHz, but the eight performance cores boost to 4.9 GHz, while the eight efficiency cores turbo up to 3.6 GHz. It shares the same level of 30 MB of L3 cache as the other Raptor Lake-S desktop Core i7 processors and includes Intel's UHD 770 integrated graphics chip.

Nvidia RTX 4070 Ti Leak Reveals Specs From 'Unlaunched' RTX 4080 (theverge.com) 40

A new leak could confirm rumors that Nvidia's planning on releasing the "unlaunched" 12GB RTX 4080 graphics card as the RTX 4070 Ti. From a report: The company briefly posted the specs for its upcoming RTX 4070 Ti GPU on its website, but Twitter user @momomo_us managed to snag a screenshot before Nvidia pulled the page down. So far, the leaked specs look identical to that of the 12GB RTX 4080, with the chip sporting 7,680 CUDA cores, a 2.61 GHz boost clock, and 12GB of memory. It also says the GPU could run 4K at up to 240Hz or 8K at 60Hz with DSC and HDR, while an included chart indicates that the RTX 4070 Ti could outperform the RTX 3080 by about 3.5 times when playing Cyberpunk 2077 with its new Ray-Tracing: Overdrive mode. In October, Nvidia faced criticism over its decision to launch the 12GB RTX 4080 GPU under the RTX 4080 moniker because of how much it differs from its much more powerful 16GB counterpart.

Apple's Battery Replacement Prices Are Going Up by $20 To $50 (theverge.com) 55

Apple is raising the price of getting a new battery installed in most iPhones, iPads, and Macs, starting on March 1st. The company made the announcement on the devices' repair pages, in small text under its price estimators. From a report: How much the price hike is depends on what device you have. For iPhones, it's simple -- Apple's site says "the out-of-warranty battery service fee will be increased by $20 for all iPhone models prior to iPhone 14." For phones with a home button, that means the price will be going from $49 to $69, and for Face ID phones that means it'll be going from $69 to $89. Those prices, by the way, were put in place in 2019, after Apple ran a year-long promotion where you could get a new battery for $29, to make up for its battery throttling controversy. For "all MacBook Air models" the price increase will be $30, bringing the price from $129 to $159.

As America Funds Domestic Chip-Making, Some Questions Remain (msn.com) 40

There's been "an enormous ramp-up in U.S. chip-making plans" over the last 18 months, reports the New York Times. For example:

- In September Intel pledged $20 billion for two chip factories in Ohio
- Micron expects to spend at least that amount on a new manufacturing site in Syracuse, New York.
- Taiwan Semiconductor Manufacturing Company plans to invest $40 billion in Phoenix.

"The boom has implications for global technological leadership and geopolitics, with the United States aiming to prevent China from becoming an advanced power in chips..." Across the U.S., more than 35 companies have pledged nearly $200 billion for manufacturing projects related to chips since the spring of 2020, according to the Semiconductor Industry Association, a trade group. The money is set to be spent in 16 states, including Texas, Arizona and New York on 23 new chip factories, the expansion of nine plants, and investments from companies supplying equipment and materials to the industry. The push is one facet of an industrial policy initiative by the Biden administration, which is dangling at least $76 billion in grants, tax credits and other subsidies to encourage domestic chip production....

The new U.S. production efforts may correct some of these imbalances, industry executives said — but only up to a point. The new chip factories would take years to build and might not be able to offer the industry's most advanced manufacturing technology when they begin operations. Companies could also delay or cancel the projects if they aren't awarded sufficient subsidies by the White House. And a severe shortage in skills may undercut the boom, as the complex factories need many more engineers than the number of students who are graduating from U.S. colleges and universities....

A $50 billion government investment is likely to prompt corporate spending that would take the U.S. share of global production to as much as 14 percent by 2030, according to a Boston Consulting Group study in 2020 that was commissioned by the Semiconductor Industry Association. "It really does put us in the game for the first time in decades," said John Neuffer, the association's president, who added that the estimate may be conservative because Congress approved $76 billion in subsidies in a piece of legislation known as the CHIPS Act.

The article also cites predictions of 40,000 new jobs (made by the Semiconductor Industry Association) in exploring the possibility of a U.S. "talent shortage."

"Intel, responding to the issue, plans to invest $100 million to spur training and research at universities, community colleges and other technical educators."

Desktop GPU Sales Hit 20-Year Low (tomshardware.com) 167

Demand for graphics cards significantly increased during the pandemic as some people spent more time at home playing games, whereas others tried to mine Ethereum to get some cash. But it looks like now that the world has re-opened and Ethereum mining on GPUs is dead, demand for desktop discrete GPUs has dropped dramatically. From a report: In fact, shipments of discrete graphics cards hit a ~20-year low in Q3 2022, according to data from Jon Peddie Research. The industry shipped around 6.9 million standalone graphics boards for desktop PCs -- including the best graphics cards for gaming -- and a similar number of discrete GPUs for notebooks in the third quarter.

In total, AMD, Intel, and Nvidia shipped around 14 million standalone graphics processors for desktops and laptops, down 42% year-over-year based on data from JPR. Meanwhile, shipments of integrated GPUs totaled around 61.5 million units in Q3 2022. In fact, 6.9 million desktop discrete add-in-boards (AIBs) is the lowest number of graphics cards shipped since at least Q3 2005 and, keeping in mind sales of standalone AIBs were strong in the early 2000s as integrated GPUs were not good enough back then, it is safe to say that in Q3 2022 shipments of desktop graphics boards hit at least a 20-year low.

Archer Maclean, Commodore 64 Developer, Dies At 60 (gamedeveloper.com) 22

Game developer Archer Maclean recently passed away at the age of 60. Maclean was a longtime programmer and designer best known for Dropzone on the Atari 8-bit and Commodore 64. Game Developer reports: Born January 28, 1962, Maclean's first game was the aforementioned Dropzone. Following the success of that title, he would go on to do design and graphics for 1986's International Karate (and its 1987 sequel, International Karate+), and several snooker simulation games, including Archer Maclean Presents Pool Paradise. Several of these titles were developed at Awesome Studios, a subsidiary of the now defunct Ignition Entertainment. Maclean co-founded Awesome in 2002, and later left the developer in 2005. He went on to found Awesome Play, creators of the 2009 Nintendo Wii title Speedzone (or Wheelspin in Europe). Though Speedzone marked the end of his time as a game developer, Maclean also wrote columns for Retro Gamer Magazine.

3D-Printed Self-Balancing Robot Brings Control Theory To Life (hackaday.com) 10

An anonymous reader quotes a report from Hackaday: Stabilizing an inverted pendulum is a classic problem in control theory, and if you've ever taken a control systems class you might remember seeing pages full of differential equations and bode diagrams just to describe its basic operation. Although this might make such a system seem terribly complicated, actually implementing all of that theory doesn't have to be difficult at all, as [Limenitis Reducta] demonstrates in his latest project. All you need is a 3D printer, some basic electronic skills and knowledge of Python. The components needed are a body, two wheels, motors to drive those wheels and some electronics. [Limenitis] demonstrates the design process in the video [here] (in Turkish, with English subtitles available) in which he draws the entire system in Fusion 360 and then proceeds to manufacture it. The body and wheels are 3D-printed, with rubber bands providing some traction to the wheels which would otherwise have difficulty on slippery surfaces.

Two stepper motors drive the wheels, controlled by a DRV8825 motor driver, while an MPU-9250 accelerometer and gyroscope unit measures the angle and acceleration of the system. The loop is closed by a Raspberry Pi Pico that implements a PID controller: another control theory classic, in which the proportional, integral and derivative parameters are tuned to adapt the control loop to the physical system in question. External inputs can be provided through a Bluetooth connection, which makes it possible to control the robot from a PC or smartphone and guide it around your living room.

Washington State Power-Station Attacks Are Latest Assault on Grid (bloomberg.com) 116

Four power substations in Washington State were attacked on Christmas Day, disrupting service to thousands of residents, just weeks after gunfire at electricity facilities in North Carolina prompted an investigation by the FBI. From a report: Law enforcement agencies are now investigating at least eight attacks on power stations in four states in the past month that have underscored the vulnerability of the nation's power grid. It remains unknown if they were connected. In the most recent incidents outside of Tacoma, Washington, thousands were left without power after vandals forced their way into four substations and damaged equipment, in one case leading to a fire, according to the Pierce County Sheriff's Department. In all, 14,000 people were left without power from that attacks on substations owned by Tacoma Public Utilities and Puget Sound Energy, according to the sheriff's office, which said most power has since been restored.

Phone Manufacturers: Please Give Us the Power Button Back (theverge.com) 163

An anonymous reader shares a column: Every major phone manufacturer is guilty of a serious crime, and I won't be quiet about it any longer: they stole the power button from us. Apple, Google, Samsung: guilty, guilty, guilty. Long-pressing the power button used to bring up an option to turn your phone off, but then these companies decided to get cute and make this a shortcut to summon their digital assistant. This is bad and wrong, and I'm politely demanding that these companies return what they took from us.

Look, I get the logic. When phone screens got bigger, physical buttons like Apple's home button were axed, and existing buttons had to pick up the slack. In the iPhone X, Apple re-homed the Siri function to the power button. Since then, turning your iPhone off has required pressing a combination of buttons. If you make the fatal mistake of long-pressing the power button in hopes of turning your phone off, Siri will start listening to you as you curse about how the power button doesn't work how it should anymore. And woe to you if you don't hold down the right button combination long enough -- you'll take a screenshot that you didn't want and will have to delete later. It's just as bad on Samsung and Google phones.

Long-pressing the power button on the Pixel 7 Pro just now brought up the Google Assistant and a prompt to ask it how to say sorry in Spanish. No, Google. It is you who should be apologizing. And the Galaxy S22 phones I used this year all bid me to set up Bixby whenever I made the mistake of long-pressing the power button. Both Google and Samsung let you change it back to the power menu -- and Samsung has the decency to put a shortcut to side key options on its shutdown screen -- but enough is enough. Long-pressing the power button should, by default, just turn the phone off. The thing that really adds salt to the wound is that the button combination to turn your phone off isn't even the same on every phone. On an iPhone, you can press and hold the power button and either volume key to get to shutdown options. On a Pixel phone, it's a short press of the volume up key and power button. If you screw up and press the volume down key, you'll take a screenshot, which will make you feel stupid when you find it in your photo gallery later. Samsung makes you press and hold the volume down key and power button.

Google's Quest for Clean Energy Impeded by Small-but-Dominant Utilities in Some US States (nytimes.com) 53

Meta, Microsoft and Apple, and Google all want carbon-free power. But Google "says its goals for carbon-free power are impeded by state-regulated utilities," reports the New York Times, especially those in America's Southeastern states which aren't facing a competitive market. Google's battle in the region, where it has a major concentration of data centers, raises a question that applies to the energy transition everywhere: Is what's good for a few companies good for all?

At the heart of their campaign, Google and its tech giant allies want to dismantle a decades-old regulatory system in the Southeast that allows a handful of utilities to generate and sell the region's electricity — and replace it with a market in which many companies can compete to do so. Such markets exist in some form in much of the country, but the Southeastern utilities are staunchly defending the status quo. Senior utility executives contend that their system better insulates consumers from spikes in prices of commodities like natural gas, promotes reliability and supports the long-term investments needed to develop clean-power technologies....

Most electricity in the United States was long generated and distributed by heavily regulated monopoly utilities in each state. But just before the start of this century, lawmakers and regulators, arguing that competition would bring efficiencies, made it possible to set up power markets and end the dominance of the utilities — a revolution that bypassed the Southeast. Google and others contend that the markets have brought cost savings, innovation and the capital needed to increase clean power generation from wind and solar. The most recent move toward a form of power market, in a group of Western states, has saved nearly $3 billion since 2014, according to the market operator.

Self-interest also plays a role: In power markets, large companies can strike deals with independent producers that give them more leeway to bargain on price and secure more clean energy. Google entered a landmark deal last year to provide clean power to its data centers in Virginia, which is in a sprawling market called PJM....

The big utilities in the Southeast are now building more solar projects, but those pushing for a market in the region say it's not enough. In the region, the proposed solar projects' generating capacity is equivalent to just over a fourth of total capacity, which is far below the 80 percent for PJM, according to an analysis by Tyler Norris, a senior executive at Cypress Creek Renewables, a solar company, and a special adviser in the Energy Department during the Obama administration. "Project developers are attracted to open wholesale electricity markets with price transparency, independent oversight and the ability to trade with multiple potential customers," Mr. Norris said.

Rust-GPU Project Now Supports SPIR-V Ray-tracing (github.com) 17

For three years Stockholm-based games studio Embark has been working on the Rust-gpu project to make Rust "a first class language and ecosystem for GPU programming." The project's latest announcement? rust-gpu now supports ray-tracing.

Their original announcement explained the rationale for this years-long dvelopment effort: Historically in games GPU programming has been done through writing either HLSL, or to a lesser extent GLSL. These are simple programming languages that have evolved along with rendering APIs over the years. However, as game engines have evolved, these languages have failed to provide mechanisms for dealing with large codebases, and have generally stayed behind the curve compared to other programming languages.

In part this is because it's a niche language for a niche market, and in part this has been because the industry as a whole has sunk quite a lot of time and effort into the status quo. While over-all better alternatives to both languages exist, none of them are in a place to replace HLSL or GLSL. Either because they are vendor locked, or because they don't support the traditional graphics pipeline. Examples of this include CUDA and OpenCL. And while attempts have been made to create language in this space, none of them have gained any notable traction in the gamedev community.

Our hope with this project is that we push the industry forward by bringing an existing, low-level, safe, and high performance language to the GPU; namely Rust. And with it come some additional benefits that can't be overlooked: a package/module system that's one of the industry's best, built in safety against race-conditions or out of bounds memory access, a wide range of tools and utilities to improve programmer workflows, and many others!

Along with ray-tracing, this week they announced plans to keep rust-gpu on the same schedule as the stable Rust release, "so you can use your favorite new language features as new stable versions of Rust are being released, by just updating your rust-gpu version."

Hotels Say Goodbye To Daily Room Cleanings and Hello To Robots as Workers Stay Scarce (npr.org) 159

An anonymous reader shares a report: This holiday season at the Garden City Hotel on Long Island, Merle Ayers is feeling especially grateful for the Whiz. At two feet tall and 66 pounds, the powerful robot vacuum doesn't mind working late into the night after the parties are over. The Whiz doesn't care that it's the holidays. It doesn't even need a day off. "It just needs to be cared for. We have to change the vacuum bags periodically and keep the batteries charged," says Ayers, the hotel's director of banquets. Amid ongoing staffing shortages, the two robot vacuums the hotel purchased late last year for about $30,000 each are proving their worth many times over, filling gaps in both the catering department and housekeeping.

"If we vacuum every floor with a robot, that saves one whole shift," says Garden City Hotel managing director Grady Colin. "That's one whole person per day that can be redeployed to do something else." These days, he'll take all the help he can get. Travelers have returned from the pandemic, but hotel workers have not, creating unprecedented staffing challenges for the hospitality industry. According to the Labor Department, there are 350,000 fewer people working in hotels today than there were in February 2020, before the pandemic. It's not for lack of trying. Hotels have raised hourly wages by 25% since early 2020, and employers are offering greater flexibility in scheduling. Still, workers are nowhere to be seen. "I've been in the hotel business for a long time," says Colin. "I've never seen anything like this."

Quartz reports: The ministry of Mines and Mining Development on Dec. 20 published a circular under the Base Minerals Export Control Act that seeks to "ensure that the vision of the president to see the country becoming an upper-middle income economy has been realized." The government says it is losing $1.8 billion in mineral revenues due to smuggling and externalization to South Africa and the United Arab Emirates. Gold is the most smuggled mineral.

With continued high international demand, Zimbabwe is projected to become one of the world's largest lithium exporters, with the government hoping to meet 20% of the world's total demand for lithium when it fully exploits its known lithium resources. Mineral exports account for about 60% (pdf) of Zimbabwe's export earnings while the mining sector contributes 16% to its GDP, according to a 2021 mining report by the London School of Economics.

"No lithium-bearing ores, or unbeneficiated lithium whatsoever, shall be exported from Zimbabwe to another country except under the written permit of the minister," mining minister Winston Chitando says in the circular. However, according to deputy mining minister Polite Kambamura, mining companies that are building processing plants will be excluded from the directive. "If we continue exporting raw lithium we will go nowhere. We want to see lithium batteries being developed in the country," he said. "We have done this in good faith for the growth of industry."

A Modest Robot Levy Could Help Combat Effects of Automation On Income Inequality In US, Study Suggests (mit.edu) 187

An anonymous reader quotes a report from MIT News: What if the U.S. placed a tax on robots? The concept has been publicly discussed by policy analysts, scholars, and Bill Gates (who favors the notion). Because robots can replace jobs, the idea goes, a stiff tax on them would give firms incentive to help retain workers, while also compensating for a dropoff in payroll taxes when robots are used. Thus far, South Korea has reduced incentives for firms to deploy robots; European Union policymakers, on the other hand, considered a robot tax but did not enact it. Now a study by MIT economists scrutinizes the existing evidence and suggests the optimal policy in this situation would indeed include a tax on robots, but only a modest one. The same applies to taxes on foreign trade that would also reduce U.S. jobs, the research finds.

"Our finding suggests that taxes on either robots or imported goods should be pretty small," says Arnaud Costinot, an MIT economist, and co-author of a published paper detailing the findings. "Although robots have an effect on income inequality ... they still lead to optimal taxes that are modest." Specifically, the study finds that a tax on robots should range from 1 percent to 3.7 percent of their value, while trade taxes would be from 0.03 percent to 0.11 percent, given current U.S. income taxes. "We came in to this not knowing what would happen," says Ivan Werning, an MIT economist and the other co-author of the study. "We had all the potential ingredients for this to be a big tax, so that by stopping technology or trade you would have less inequality, but ... for now, we find a tax in the one-digit range, and for trade, even smaller taxes."

[...] Apart from its bottom-line tax numbers, the study contains some additional conclusions about technology and income trends. Perhaps counterintuitively, the research concludes that after many more robots are added to the economy, the impact that each additional robot has on wages may actually decline. At a future point, robot taxes could then be reduced even further. "You could have a situation where we deeply care about redistribution, we have more robots, we have more trade, but taxes are actually going down," Costinot says. If the economy is relatively saturated with robots, he adds, "That marginal robot you are getting in the economy matters less and less for inequality."

'Easily' Replaceable Batteries May Soon Be Required By EU Law (9to5mac.com) 192

b0s0z0ku writes: The European Union is proposing a law requiring easily replaceable batteries in new appliances and portable electronic devices. The law also sets targets for collection and recycling of those batteries, requiring 73% compliance by 2030. "Companies would get plenty of notice, however, as the requirement would only come into force 3.5 years after the legislation takes effect," adds 9to5Mac. "Companies will also be legally required to accept and recycle old batteries."

Additionally, the European Commission is "expected to consider outlawing the use of non-rechargeable portable batteries," though this would likely come with many exceptions and wouldn't happen before the end of the decade.

LastPass: Hackers Stole Customer Vault Data In Cloud Storage Breach (bleepingcomputer.com) 38

LastPass revealed today that attackers stole customer vault data after breaching its cloud storage earlier this year using information stolen during an August 2022 incident. BleepingComputer reports: This follows a previous update issued last month when the company's CEO, Karim Toubba, only said that the threat actor gained access to "certain elements" of customer information. Today, Toubba added that the cloud storage service is used by LastPass to store archived backups of production data. The attacker gained access to Lastpass' cloud storage using "cloud storage access key and dual storage container decryption keys" stolen from its developer environment.

"The threat actor copied information from backup that contained basic customer account information and related metadata including company names, end-user names, billing addresses, email addresses, telephone numbers, and the IP addresses from which customers were accessing the LastPass service," Toubba said today. "The threat actor was also able to copy a backup of customer vault data from the encrypted storage container which is stored in a proprietary binary format that contains both unencrypted data, such as website URLs, as well as fully-encrypted sensitive fields such as website usernames and passwords, secure notes, and form-filled data."

Fortunately, the encrypted data is secured with 256-bit AES encryption and can only be decrypted with a unique encryption key derived from each user's master password. According to Toubba, the master password is never known to LastPass, it is not stored on Lastpass' systems, and LastPass does not maintain it. Customers were also warned that the attackers might try to brute force their master passwords to gain access to the stolen encrypted vault data. However, this would be very difficult and time-consuming if you've been following password best practices recommended by LastPass. If you do, "it would take millions of years to guess your master password using generally-available password-cracking technology," Toubba added. "Your sensitive vault data, such as usernames and passwords, secure notes, attachments, and form-fill fields, remain safely encrypted based on LastPass' Zero Knowledge architecture."

The Intel P-Series Was a Step Back 48

An anonymous reader shares a report: I reviewed a number of laptops in 2022 across consumer, workstation, gaming, business, Chromebook, and everywhere else. I touched all of the major brands. But I had a particular focus on ultraportables this year -- that is, thin and light devices that people buy to use, say, on their couch at home -- because, with Apple's MacBooks in such a dominant position, many eyes have been on their competitors on the Windows side. For many of these models, I found myself writing the same review over and over and over. They were generally good. They performed well. But their battery life was bad.

What these laptops had in common is that they were all powered by the Intel P-series. Without getting too into the weeds here, Intel processors have, in the past, included H-series processors -- powerful chips that you'll find in gaming laptops and workstations -- and U-series processors for thinner, lighter devices. (There was also a G-series, which was this whole other thing, for a couple of years.) But the Intel 12th Generation of mobile chips (that is, the batch of chips that Intel released this year) has a new letter: the P-series. The P-series is supposed to sit between the power-hungry H-series and the power-efficient U-series; the hope was that it would combine H-series power with U-series efficiency.

And then many -- a great many -- of this year's top ultraportable laptops got the P-series: big-screeners like the LG Gram 17; modular devices like the Framework Laptop; business notebooks like the ThinkPad X1 Yoga Gen 7; premium ultraportables like the Acer Swift 5, the Lenovo Yoga 9i, the Samsung Galaxy Book2 Pro, and the Dell XPS 13 Plus. The problem was that, in reality, the P-series was just a slightly less powerful H-series chip, which Intel had slapped an "ultraportable" label onto. It was identical to the H-series in core count and architecture, but it was supposed to draw slightly less power.
