After launching in the United States earlier this year, Apple's Vision Pro is now available to buy in China, Japan, and Singapore. "The Apple Vision Pro will also roll out to Germany, France, Australia, the UK, and Canada on July 12th, with preorders for those regions available starting today at 5AM PT," notes The Verge. Apple is documenting the international launch via a recent blog post.

According to CNBC, the device starts at $4,128 (29,999 yuan) in China, compared to $3,500 in the U.S. Meanwhile, Apple is already hard at work on a more budget-friendly model. In Bloomberg's "Power On" newsletter, Apple news-breaker Mark Gurman reports today that the tech giant is "working on a cheaper headset, a second Vision Pro model and augmented-reality glasses to better compete with Meta."

Car Dealerships In North America Revert To Pens and Paper After Cyberattacks (apnews.com) 37

An anonymous reader quotes a report from the Associated Press: Car dealerships in North America continue to wrestle with major disruptions that started last week with cyberattacks on a software company used widely in the auto retail sales sector. CDK Global, a company that provides software for thousands of auto dealers in the U.S. and Canada, was hit by back-to-back cyberattacks Wednesday. That led to an outage that has continued to impact operations. For prospective car buyers, that's meant delays at dealerships or vehicle orders written up by hand. There's no immediate end in sight, with CDK saying it expects the restoration process to take "several days" to complete. On Monday, Group 1 Automotive Inc., a $4 billion automotive retailer, said that it continued to use "alternative processes" to sell cars to its customers. Lithia Motors and AutoNation, two other dealership chains, also disclosed that they implemented workarounds to keep their operations going. [...]

Several major auto companies -- including Stellantis, Ford and BMW -- confirmed to The Associated Press last week that the CDK outage had impacted some of their dealers, but that sales operations continue. In light of the ongoing situation, a spokesperson for Stellantis said Friday that many dealerships had switched to manual processes to serve customers. That includes writing up orders by hand. A Ford spokesperson added that the outage may cause "some delays and inconveniences at some dealers and for some customers." However, many Ford and Lincoln customers are still getting sales and service support through alternative routes being used at dealerships.

Group 1 Automotive Inc., which owns 202 automotive dealerships, 264 franchises, and 42 collision centers in the U.S. and the United Kingdom, said Monday that the incident has disrupted its business applications and processes in its U.S. operations that rely on CDK's dealers' systems. The company said that it took measures to protect and isolate its systems from CDK's platform. All Group 1 U.S. dealerships will continue to conduct business using alternative processes until CDK's dealers' systems are available, the company said Monday. Group 1's dealerships in the U.K. don't use CDK's dealers' systems and are not impacted by the incident. In regulatory filings, Lithia Motors and AutoNation disclosed that last week's incident at CDK had disrupted their operations as well. Lithia said it activated cyber incident response procedures, which included "severing business service connections between the company's systems and CDK's." AutoNation said it also took steps to protect its systems and data -- adding that all of its locations remain open "albeit with lower productivity," as many are served manually or through alternative processes.

Ontario Science Center To Close Immediately Over Roof Collapse Risk (www.cbc.ca) 24

The Ontario Science Center, a world-class science and cultural institution in Toronto, is shutting down immediately due to the risk that the building's roof could collapse, the province announced Friday. CBC News: The abrupt closure, which the province says could last years, comes after the government's controversial announcement in 2023 that the popular landmark and attraction would be moved to the Ontario Place site -- a move it says will save costs. "The actions taken today will protect the health and safety of visitors and staff," said Infrastructure Minister Kinga Surma in a news release. "We are making every effort to avoid disruption to the public and help the Ontario Science Centre continue delivering on its mandate."

An engineering report this week by Rimkus Consulting Group showed each of the centre's three buildings contain roof panels in a "distressed, high-risk" condition, the Ministry of Infrastructure said in a news release. The panels require fixing by Oct. 31, 2024 to "avoid further stress due to potential snow load which could lead to roof panel failure," the release said. Fixing the roof will cost between $22 million and $40 million, the ministry said, requiring the centre be closed for up to two years. "These estimates are incomplete and subject to change," said the ministry, noting the costs make up only a "small portion" of the funding needed to keep the science centre open. The government says the centre needs $478 million to tackle its "failing infrastructure" and sustain programming.

Public Servants Uneasy As Government 'Spy' Robot Prowls Federal Offices (www.cbc.ca) 72

An anonymous reader quotes a report from CBC News: A device federal public servants call "the little robot" began appearing in Gatineau office buildings in March. It travels through the workplace to collect data using about 20 sensors and a 360-degree camera, according to Yahya Saad, co-founder of GlobalDWS, which created the robot. "Using AI on the robot, the camera takes the picture, analyzes and counts the number of people and then discards the image," he said. Part of a platform known as VirBrix, the robot also gathers information on air quality, light levels, noise, humidity, temperature and even measures CO2, methane and radon gas. The aim is to create a better work environment for humans -- one that isn't too hot, humid or dim. Saad said that means more comfortable and productive employees. The technology can also help reduce heating, cooling and hydro costs, he said. "All these measures are done to save on energy and reduce the carbon footprint," Saad explained. After the pilot program in March, VirBrix is set to return in July and October, and the government hasn't ruled out extending its use. It's paying $39,663 to lease the robot for two years.

Bruce Roy, national president of the Government Services Union, called the robot's presence in federal workplaces "intrusive" and "insulting." "People feel observed all the time," he said in French. "It's a spy. The robot is a spy for management." Roy, whose union represents more than 12,000 federal workers across several departments, said the robot is unnecessary because the employer already has ways of monitoring employee attendance and performance. "We believe that one of the robot's tasks is to monitor who is there and who is not," he said. "Folks say, why is there a robot here? Doesn't my employer trust that I'm here and doing my work properly?" [...] Jean-Yves Duclos, the minister of public services and procurement, said the government is instead using the technology as it looks to cut its office space footprint in half over the coming years. "These robots, as we call them, these sensors observe the utilization of office space and will be able to give us information over the next few years to better provide the kind of workplace employees need to do their job," Duclos said in French. "These are totally anonymous methods that allow us to evaluate which spaces are the most used and which spaces are not used, so we can better arrange them."
"In those cases we keep the images, but the whole body, not just the face, the whole body of the person is blurred," said Saad. "These are exceptional cases where we need to keep images and then the images would be handed over to the client."

The data is then stored on a server on Canadian soil, according to GlobalDWS.

Researchers Find No Amount of Alcohol is Healthy For You (nytimes.com) 207

The New York Times magazine remembers that once upon a time, in the early 1990s, "some prominent researchers were promoting, and the media helped popularize, the idea that moderate drinking...was linked to greater longevity.

"The cause of that association was not clear, but red wine, researchers theorized, might have anti-inflammatory properties that extended life and protected cardiovascular health..." More recently, though, research has piled up debunking the idea that moderate drinking is good for you. Last year, a major meta-analysis that re-examined 107 studies over 40 years came to the conclusion that no amount of alcohol improves health; and in 2022, a well-designed study found that consuming even a small amount brought some risk to heart health. That same year, Nature published research stating that consuming as little as one or two drinks a day (even less for women) was associated with shrinkage in the brain — a phenomenon normally associated with aging...

[M]ore people are now reporting that they consume cannabis than alcohol on a daily basis. Some governments are responding to the new research by overhauling their messaging. Last year, Ireland became the first country to pass legislation requiring a cancer warning on all alcohol products sold there, similar to those found on cigarettes: "There is a direct link between alcohol and fatal cancers," the language will read. And in Canada, the government has revised its alcohol guidelines, announcing: "We now know that even a small amount of alcohol can be damaging to health." The guidelines characterize one to two drinks a week as carrying "low risk" and three to six drinks as carrying "moderate risk." (Previously the guidelines suggested that women limit themselves to no more than two standard drinks most days, and that men place that limit at three.)

Apple Announces visionOS 2 With 3D Photo Transformations and An Ultrawide Mac Display (theverge.com) 20

Apple has announced visionOS 2 for its Vision Pro spatial computing headset, bringing mouse support, an ultrawide virtual Mac display option, and new Photo features. The company says it's expected to launch "later this year." The Verge reports: The most significant update, for all the productivity heads out there, is a new ultrawide virtual display feature. Apple says that in visionOS 2, you'll be able to connect a Vision Pro to a Mac to generate a dual 4K-equivalent curved ultrawide display. Right now, the virtual display feature only does a single up to 5K one. Also, the company will finally add mouse support to the Vision Pro -- at launch, the headset could work with trackpads like the one on a MacBook Air or the standalone Magic Trackpad 2, but oddly left out mouse support. You can still use one inside a mirrored display in the Vision Pro, but not outside of that screen in, say, an iPad or Vision Pro app.

Apple says that in the new update, users will be able to convert any image in the Photos app to a spatial one. Also, visionOS 2 will have train support, so the Vision Pro's travel mode will no longer be limited to just airplanes. The company also says it's adding SharePlay to the visionOS Photos app, which means that you can share the app with another Vision Pro owner using Spatial Personas [...]. The company says Red Bull is making a new immersive sports series, while Apple is making its first scripted immersive feature. Apple also said that Canon is releasing a new spatial lens for the EOS R7, one designed specifically for creating content for the Vision Pro.

Finally, the company is rolling out the Vision Pro abroad. Apple is going to start taking preorders in China, Hong Kong, Japan, and Singapore on June 13th at 6PM PT, and it'll be available in those countries on June 28th. Australia, Canada, France, Germany, and the UK will get preorders later, on June 28th at 5AM PT, with the headset officially available on July 12th.

Big Copyright Win in Canada: Court Rules Fair Use Beats Digital Locks (michaelgeist.ca) 16

Michael Geist Pig Hogger (Slashdot reader #10,379) reminds us that in Canadian law, "fair use" is called "fair dealing" — and that Canadian digital media users just enjoyed a huge win. Canadian user rights champion Michael Geist writes: The Federal Court has issued a landmark decision on copyright's anti-circumvention rules which concludes that digital locks should not trump fair dealing. Rather, the two must co-exist in harmony, leading to an interpretation that users can still rely on fair dealing even in cases involving those digital locks.

The decision could have enormous implications for libraries, education, and users more broadly as it seeks to restore the copyright balance in the digital world. The decision also importantly concludes that merely requiring a password does not meet the standard needed to qualify for copyright rules involving technological protection measures.

Canada's 2012 "Copyright Modernization Act" protected anti-copying technology from circumvention, Geist writes — and Blacklock's Reports had then "argued that allowing anyone other than original subscriber to access articles constituted copyright infringement." The court found that the Blacklock's legal language associated with its licensing was confusing and that fair dealing applied here as well...

Blacklock's position on this issue was straightforward: it argued that its content was protected by a password, that passwords constituted a form of technological protection measure, and that fair dealing does not apply in the context of circumvention. In other words, it argued that the act of circumvention (in this case of a password) was itself infringing and it could not be saved by fair dealing. The Federal Court disagreed on all points...

For years, many have argued for a specific exception to clarify that circumvention was permitted for fair dealing purposes, essentially making the case that users should not lose their fair dealing rights the moment a rights holder places a digital lock on their work. The Federal Court has concluded that the fair dealing rights have remained there all along and that the Copyright Act's anti-circumvention rules must be interpreted in a manner consistent with those rights.

"The case could still be appealed, but for now the court has restored a critical aspect of the copyright balance after more than a decade of uncertainty and concern."

How Google Will Distribute $100 Million to Canada's News Companies (www.cbc.ca) 36

In November Google agreed to pay Canadian news publishers $100 million annually "in order to be exempt from the Online News Act, which compels tech companies to enter into agreements with news publishers," writes the Canadian Press.

On Friday Google "named the organization it has selected to distribute the $100 million..." The Canadian Journalism Collective will be responsible for ensuring eligible news organizations get their share of the money. The collective is a federally incorporated non-profit organization that was created for this purpose. It was founded in May by a group of independent publishers and broadcasters... "We hope these next steps will be completed as quickly as possible, so Canadian publishers and journalists can soon begin to receive the proceeds of this new contribution model," Google said in a blog entry posted on their website Friday...

The money will be distributed proportionately based on how many full time-journalists the companies employ. Small print and digital outlets can expect to receive about $17,000 per journalist that they employ, an official with the Canadian Heritage Department has said.

Google's money will go to 1,520 news organizations, according to Google's blog post — which describes the arrangement as "addressing our concerns with the Online News Act" and "a viable path to an exemption at a clear and commercially acceptable commitment level..." As part of this transition, we have advised partners in our Google News Showcase program (our online news experience and licensing program for news organizations) will cease to operate in Canada later this year as we transition to this new contribution model. We will be maintaining some Google News Initiative programming in Canada. This includes a range of collaborative tools and resources that can support the advancement of quality journalism. However, with our monetary contribution in Canada now streamlined into the new single collective model, these investments will be non-monetary in nature.

Online Streaming Services In Canada Must Hand Over 5% of Domestic Revenues (www.cbc.ca) 94

An anonymous reader quotes a report from CBC News: Online streaming services operating in Canada will be required to contribute five percent of their Canadian revenues to support the domestic broadcasting system, the country's telecoms regulator said on Tuesday. The money will be used to boost funding for local and Indigenous broadcasting, officials from the Canadian Radio-television and Telecommunications Commission (CRTC) said in a briefing. "Today's decision will help ensure that online streaming services make meaningful contributions to Canadian and Indigenous content," wrote CRTC chief executive and chair Vicky Eatrides in a statement.

The measure was introduced under the auspices of a law passed last year designed to make sure that companies like Netflix make a more significant contribution to Canadian culture. The government says the legislation will ensure that online streaming services promote Canadian music and stories, and support Canadian jobs. Funding will also be directed to French-language content and content created by official language minority communities, as well as content created by equity-deserving groups and Canadians of diverse backgrounds. The release also said that online streaming services will "have some flexibility" to send their revenues to support Canadian television directly. [...]

The measure, which will start in the 2024-2025 broadcasting year, would raise roughly $200 million annually, CRTC officials said. It will only apply to services that are not already affiliated with Canadian broadcasters. The CMPA was among 20 screen organizations from around the world that signed a statement in January asking governments to impose stronger regulations on streaming companies operating in local markets. One of the demands was a measure that would force companies profiting from their presence in those markets to contribute financially to the creation of new local content.
"We are disappointed by today's decision and concerned by the negative impact it will have on Canadian consumers. We are assessing the decision in full, but this onerous and inflexible financial levy will be harmful to consumer choice," a spokesperson for Prime Video wrote to CBC News in a statement.

'Ottawa Wants the Power To Create Secret Backdoors In Our Networks' (theglobeandmail.com) 39

Robertson is a senior research associate and Deibert is director at the University of Toronto's Citizen Lab. From the piece: A federal cybersecurity bill, slated to advance through Parliament soon, contains secretive, encryption-breaking powers that the government has been loath to talk about. And they threaten the online security of everyone in Canada. Bill C-26 empowers government officials to secretly order telecommunications companies to install backdoors inside encrypted elements in Canada's networks. This could include requiring telcos to alter the 5G encryption standards that protect mobile communications to facilitate government surveillance. The government's decision to push the proposed law forward without amending it to remove this encryption-breaking capability has set off alarm bells that these new powers are a feature, not a bug.

There are already many insecurities in today's networks, reaching down to the infrastructure layers of communication technology. The Signalling System No. 7, developed in 1975 to route phone calls, has become a major source of insecurity for cellphones. In 2017, the CBC demonstrated how hackers only needed a Canadian MP's cell number to intercept his movements, text messages and phone calls. Little has changed since: A 2023 Citizen Lab report details pervasive vulnerabilities at the heart of the world's mobile networks. So it makes no sense that the Canadian government would itself seek the ability to create more holes, rather than patching them. Yet it is pushing for potential new powers that would infect next-generation cybersecurity tools with old diseases.

It's not as if the government wasn't warned. Citizen Lab researchers presented the 2023 report's findings in parliamentary hearings on Bill C-26, and leaders and experts in civil society and in Canada's telecommunications industry warned that the bill must be narrowed to prevent its broad powers to compel technical changes from being used to compromise the "confidentiality, integrity, or availability" of telecommunication services. And yet, while government MPs maintained that their intent is not to expand surveillance capabilities, MPs pushed the bill out of committee without this critical amendment last month. In doing so, the government has set itself up to be the sole arbiter of when, and on what conditions, Canadians deserve security for their most confidential communications -- personal, business, religious, or otherwise. The new powers would only make people in Canada more vulnerable to malicious threats to the privacy and security of all network users, including Canada's most senior officials. [...]
"Now, more than ever, there is no such thing as a safe backdoor," the authors write in closing. "A shortcut that provides a narrow advantage for the few at the expense of us all is no way to secure our complex digital ecosystem."

"Against this threat landscape, a pivot is crucial. Canada needs cybersecurity laws that explicitly recognize that uncompromised encryption is the backbone of cybersecurity, and it must be mandated and protected by all means possible."

Wall Street Moves To Fastest Settlement of Trades in a Century (yahoo.com) 31

The US stock market is finally as fast as it was about a hundred years ago. Bloomberg News: That was the last time share trades in New York settled in a single day, as they will from Tuesday under new Securities and Exchange Commission rules. The change, halving the time it takes to complete every transaction, also occurred in jurisdictions including Canada and Mexico on Monday. The switch to the system known as T+1 -- abandoned in the earlier era as volumes became unwieldy -- is ultimately intended to reduce risk in the financial system. Yet there are worries about potential teething issues, including that international investors may struggle to source dollars on time, global funds will move at different speeds to their assets, and everyone will have less time to fix errors.

The hope is that everything will run smoothly, but even the SEC said last week the transition may lead to a "short-term uptick in settlement fails and challenges to a small segment of market participants." The finance world's main industry group, the Securities Industry and Financial Markets Association, has instigated what it calls the T+1 Command Center to identify problems and coordinate a response. Firms across the spectrum have been preparing for months, relocating staff, adjusting shifts and overhauling workflows, and many say they're confident in their own readiness. The worry is whether every other counterparty and intermediary is similarly organized.

Warm Water Melts 'Doomsday Glacier' Half a Mile Each Year, Finds Study (interestingengineering.com) 90

Recent research led by the University of California, Irvine has discovered warm, high-pressure seawater causing significant melting under the Thwaites Glacier in Antarctica. "There are places where the water is almost at the pressure of the overlying ice, so just a little more pressure is needed to push up the ice," said lead author Eric Rignot, UC Irvine professor of Earth system science. "The water is then squeezed enough to jack up a column of more than half a mile of ice." Interesting Engineering reports: A team of glaciologists led by researchers at the University of California, Irvine employed high-resolution satellite radar data to uncover evidence of the warm, high-pressure seawater intrusion beneath the glacier. A statement by the scientists noted that the widespread contact between ocean water and the glacier -- a process replicated throughout Antarctica and in Greenland -- causes "vigorous melting" and may require a reassessment of global sea level rise projections.

In a bid to comprehend the impact of ocean-water interaction on glacial melting, glaciologists examined data collected between March 2023 and June 2023 sourced from Finland's ICEYE commercial satellite mission. These satellites represent a collection that resembles constellations in polar orbit around the planet. They employ InSAR -- interferometric synthetic aperture radar -- to continuously track changes on the Earth's surface. "When we have a continuous time series and compare that with the tidal cycle, we see the seawater coming in at high tide and receding and sometimes going farther up underneath the glacier and getting trapped," said Rignot. "Thanks to ICEYE, we're beginning to witness this tidal dynamic for the first time."

He explained that seawater entering the base of the ice sheet, along with freshwater from geothermal heat and friction, accumulates and needs to flow. This water moves through natural channels or pools in cavities, creating pressure that lifts the ice sheet. Co-author Christine Dow, professor in the Faculty of Environment at the University of Waterloo in Ontario, Canada alluding to the glacier in question said that the Thwaites is the most unstable place in the Antarctic and contains the equivalent of 60 centimeters of sea level rise. The worry is that we are underestimating the speed at which the glacier is changing, which would be devastating for coastal communities around the world. "At the moment we don't have enough information to say one way or the other how much time there is before the oceanwater intrusion is irreversible, says Dow.
The study was published in the journal Proceedings of the National Academy of Sciences.

Is America's Defense Department 'Rushing to Expand' Its Space War Capabilities? (japantimes.co.jp) 46

America's Defense Department "is rushing to expand its capacity to wage war in space," reports the New York Times, "convinced that rapid advances by China and Russia in space-based operations pose a growing threat to U.S. troops and other military assets on the ground and U.S. satellites in orbit." [T]he Defense Department is looking to acquire a new generation of ground- and space-based tools that will allow it to defend its satellite network from attack and, if necessary, to disrupt or disable enemy spacecraft in orbit, Pentagon officials have said in a series of interviews, speeches and recent statements... [T]he move to enhance warfighting capacity in space is driven mostly by China's expanding fleet of military tools in space... [U.S. officials are] moving ahead with an effort they are calling "responsible counterspace campaigning," an intentionally ambiguous term that avoids directly confirming that the United States intends to put its own weapons in space. But it also is meant to reflect this commitment by the United States to pursue its interest in space without creating massive debris fields that would result if an explosive device or missile were used to blow up an enemy satellite. That is what happened in 2007, when China used a missile to blow up a satellite in orbit. The United States, China, India and Russia all have tested such missiles. But the United States vowed in 2022 not to do any such antisatellite tests again.

The United States has also long had ground-based systems that allow it to jam radio signals, disrupting the ability of an enemy to communicate with its satellites, and is taking steps to modernize these systems. But under its new approach, the Pentagon is moving to take on an even more ambitious task: broadly suppress enemy threats in orbit in a fashion similar to what the Navy does in the oceans and the Air Force in the skies.

The article notes a recent report drafted by a former Space Force colonel cited three ways to disable enemy satellite networks: cyberattacks, ground or space-based lasers, and high-powered microwaves. "John Shaw, a recently retired Space Force lieutenant general who helped run the Space Command, agreed that directed-energy devices based on the ground or in space would probably be a part of any future system. 'It does minimize debris; it works at the speed of light,' he said. 'Those are probably going to be the tools of choice to achieve our objective." The Pentagon is separately working to launch a new generation of military satellites that can maneuver, be refueled while in space or have robotic arms that could reach out and grab — and potentially disrupt — an enemy satellite. Another early focus is on protecting missile defense satellites. The Defense Department recently started to require that a new generation of these space-based monitoring systems have built-in tools to evade or respond to possible attack. "Resiliency feature to protect against directed energy attack mechanisms" is how one recent missile defense contract described it. Last month the Pentagon also awarded contracts to two companies — Rocket Lab and True Anomaly — to launch two spacecraft by late next year, one acting as a mock enemy and the other equipped with cameras, to pull up close and observe the threat. The intercept satellite will not have any weapons, but it has a cargo hold that could carry them.
The article notes that Space Force's chief of space operations has told Senate appropriators that about $2.4 billion of the $29.4 billion in Space Force's proposed 2025 budget was set aside for "space domain awareness." And it adds that the Pentagon "is working to coordinate its so-called counterspace efforts with major allies, including Britain, Canada and Australia, through a multinational operation called Operation Olympic Defender. France has been particularly aggressive, announcing its intent to build and launch by 2030 a satellite equipped with a high-powered laser." [W]hat is clear is that a certain threshold has now been passed: Space has effectively become part of the military fighting domain, current and former Pentagon officials said. "By no means do we want to see war extend into space," Lt. Gen. DeAnna Burt, deputy chief of space operations, said at a Mitchell Institute event this year. "But if it does, we have to be prepared to fight and win."

Canada Security Intelligence Chief Warns China Can Use TikTok To Spy on Users (reuters.com) 40

The head of Canada's Security Intelligence Service warned Canadians against using video app TikTok, saying data gleaned from its users "is available to the government of China," CBC News reported on Friday. From a report: "My answer as director of the Canadian Security Intelligence Service (CSIS) is that there is a very clear strategy on the part of the government of China to be able to acquire personal information from anyone around the world," CSIS Director David Vigneault told CBC in an interview set to air on Saturday.

"These assertions are unsupported by evidence, and the fact is that TikTok has never shared Canadian user data with the Chinese government, nor would we if asked," a TikTok spokesperson said in response to a request for comment. Canada in September ordered a national security review of a proposal by TikTok to expand the short-video app's business in the country. Vigneault said he will take part in that review and offer advice, CBC reported.

Concerned citizens in Canada are taking the issue to their Parliament in order to push for a law that will mandate that when the server-side support for software is discontinued, companies must leave it in a functional state and remove mandatory connections to servers -- services that no longer exist. Perhaps even more importantly, the petition also asks government to pass a law prohibiting EULA's from forcing users to agree to waiving their right to this. Unfortunately, the petition is only open to citizens of Canada, so the rest of us are out of luck. Considering the potential benefits to the rest of the world if they enact legislation that does this, though, it might be worth suggesting to any of your Canadian friends to go sign the petition.

Shell Sold Millions of 'Phantom' Carbon Credits 81

Shell sold millions of carbon credits tied to CO2 removal that never took place [non-paywalled link] to Canada's largest oil sands companies, raising new doubts about a technology seen as crucial to mitigating greenhouse gas emissions. FT: As part of a subsidy scheme to boost the industry, the Alberta provincial government allowed Shell to register and sell carbon credits equivalent to twice the volume of emissions avoided by its Quest carbon capture facility between 2015 and 2021, the province's registry shows. The subsidy was reduced and then ended in 2022.

As a result of the scheme, Shell was able to register 5.7mn credits that had no equivalent CO2 reductions, selling these to top oil sands producers and some of its own subsidiaries. Credits are typically equivalent to one tonne of CO2. Some of the largest buyers of the credits were Chevron, Canadian Natural Resources, ConocoPhillips, Imperial Oil and Suncor Energy. Keith Stewart, a senior energy strategist with Greenpeace Canada, criticised these "phantom credits." Stewart added: "Selling emissions credits for reductions that never happened ... literally makes climate change worse."

Shell said carbon capture played "an important role in helping to decarbonise industry and sectors where emissions cannot be avoided" and that realising its potential "requires creating market incentives now." Alberta's environment ministry said the crediting support scheme had not resulted in "additional emissions" by industrial polluters.

G7 Reaches Deal To Exit From Coal By 2035 148

An anonymous reader quotes a report from Reuters: Energy ministers from the Group of Seven (G7) major democracies reached a deal to shut down their coal-fired power plants in the first half of the 2030s, in a significant step towards the transition away from fossil fuels. "There is a technical agreement, we will seal the final political deal on Tuesday," said Italian energy minister Gilberto Pichetto Fratin, who is chairing the G7 ministerial meeting in Turin. On Tuesday the ministers will issue a final communique detailing the G7 commitments to decarbonize their economies. Pichetto said the ministers were also pondering potential restrictions to Russian imports of liquefied natural gas to Europe which the European Commission is due to propose in the short-term.

The agreement on coal marks a significant step in the direction indicated last year by the COP28 United Nations climate summit to phase out fossil fuels, of which coal is the most polluting. Italy last year produced 4.7% of its total electricity through a handful of coal-fired stations. Rome currently plans to turn off its plants by 2025, except on the island of Sardinia where the deadline is 2028. In Germany and Japan coal has a bigger role, with the share of electricity produced by the fuel higher than 25% of total last year.
"This is another nail in the coffin for coal," said Dave Jones, Ember's Global Insights program director. "The journey to phase out coal power has been long: it's been over seven years since the UK, France, Italy, and Canada committed to phase out coal power, so it's good to see the United States and especially Japan at last be more explicit on their intentions."

"The problem is that whilst coal power has already been falling, gas power has not. G7 nations already promised to 'fully or predominantly' decarbonize their power sectors by 2035, and that would mean phasing out not only coal by 2035 but also gas. Coal might be the dirtiest, but all fossil fuels need to be ultimately phased out."

Countries are for the first time considering restrictions on the global production of plastic -- to reduce it by 40% in 15 years -- in an attempt to protect human health and the environment. From a report: As the world attempts to make a treaty to cut plastic waste at UN talks in Ottawa, Canada, two countries have put forward the first concrete proposal to limit production to reduce its harmful effects including the huge carbon emissions from producing it. The motion submitted by Rwanda and Peru sets out a global reduction target, ambitiously termed a "north star," to cut the production of primary plastic polymers across the world by 40% by 2040, from a 2025 baseline.

It says: "The effectiveness of both supply and demand-side measures will be assessed, in whole or in part, on their success in reducing the production of primary plastic polymers to sustainable levels." The proposal calls for the consideration of mandatory reporting by countries of statistical data on production, imports and exports of primary plastic polymers. A global plastic reduction target would be similar to the legally binding Paris agreement to pursue efforts to limit global temperature increase to 1.5C above preindustrial levels, Rwanda and Peru said.

Honda To Spend $11 Billion On Four EV Factories In North America (arstechnica.com) 137

Jonathan M. Gitlin reports Ars Technica: Honda announced today that it will spend $11 billion to expand its electric vehicle manufacturing presence in North America. The Japanese automaker already has a number of factories in the US, Mexico, and Canada, and it's this last one that will benefit from the expansion, with four EV-related plants planned for Ontario. Honda says it has begun evaluating requirements for what it's calling an "innovative and environmentally responsible" EV factory and a standalone EV battery plant in Alliston, Ontario, which is already home to Honda's two existing Canadian manufacturing facilities.

Additionally, the automaker wants to set up another two sites as joint ventures. One will be a plant that processes cathode active materials and their precursors -- the various elements like nickel and manganese that are combined with lithium in lithium-ion batteries -- set up in a partnership with POSCO Future M, a South Korean battery material and chemical company. (POSCO is already working with General Motors on another joint venture battery precursor material facility in Betancour, Quebec, that is supposed to become operational in 2026.) A second joint venture will be a partnership with Asahi Kasei, which will manufacture battery separators, the material that keeps the anode and cathode apart. The locations of these two joint ventures have not yet been announced.

Honda thinks it will be able to start making EVs in Ontario in 2028 and says the assembly plant will have the capacity to build 240,000 EVs per year. Meanwhile, the battery plant is planned to have an annual output of 36 GWh.

British Columbia Bans Level 3 and Above Autonomous Cars (thedrive.com) 86

New submitter Baloo Uriza writes: In a rare display of sanity in the automotive space, British Columbia has banned autonomous cars from its highways after years of watching autonomous cars hamper emergency response efforts in California and outright kill a pedestrian in Arizona. Let's hope this regulatory trend continues and moves into the human space by pulling licenses of drivers with a known history of poor driving. In the shared article, The Drive notes that the ban only applies to self-driving vehicles that exceed a Society of Automotive Engineers (SAE) autonomy rating of Level 2. [A full breakdown of each of the levels can be found here.] The ban is part of an update to B.C.'s Motor Vehicle Act that went into effect on April 5, 2024 and includes possible consequences of a max penalty of $2,000 (CAD) in fines and up to six months of prison time. Importantly, the ban could change as autonomous driving tech evolves in the coming years.

Since the ban doesn't affect Level 2 vehicles, Tesla owners who use Autopilot and FSD, as well as Ford and GM vehicle owners with BlueCruise and Super Cruise, will be exempt. In fact, there are currently no Level 3 autonomous vehicles for sale in Canada.
